National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md,anrceti.md) identified two types of relevant markets: voice call termination on individual mobile networks and voice call termination in individual fixed networks. The ANRCETI Administrative Board Decisions were published in the Official Gazette on July 23, 2010.

The European Bank for Reconstruction and Development (EBRD) is available to assist the Moldovan side in the development and implementation of strategies for broadband, transition from analogue to digital, for other projects related to communications and information technology development in the R. Moldova.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) required that mobile operators take due steps to ensure, in the first quarter of next year, radio signal coverage on shadowed areas on national roads, such as Chisinau – Leuseni, Chisinau – Bender, Chisinau – Balţi, Balti - Cernauti and adjacent localities, and by the end of 2011 – the uncovered areas on other nine roads of major importance for the country.

Recommendations on the consulted document are welcome till August 6, 2010

On July 14 - 16, 2010, Dieter Staudacher, expert of the Austrian regulatory authority will pay a working visit to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) to present and discuss the draft amendments to the Law on Electronic Communications. The document was developed as part of the technical assistance project „Communications Regulation Development” offered by the European Bank for Reconstruction and Development to ANRCETI.

The National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing repeated consultations of draft Administrative Board Decisions with reference to special ex-ante obligations to JSCs “Orange Moldova”, „Moldcell”, and „Moldtelecom” in connection with the significant market power (SMP) of these companies on the market of access to individual mobile telephony networks for call termination, as well as company „Moldtelecom” (docs in state language), the latter having significant market power on the fixed local, long-distance and international telephone market on the territory of Moldova. Recommendations and commentaries to the proposed draft decisions are expected till August 6, 2010.

Providers of public fixed and mobile telephone networks are bound, at the request of other providers, to negotiate interconnection agreements to enable access of end users to services with special tariff Premium rate. This is a provision of the Administrative Board Decision (doc. in state language) of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) on access to premium rate numbers provided in public electronic communications networks. The decision came into force Friday, July 9, once published in the Official Gazette.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its website, for public consultations, draft Administrative Board Decisions on identification of two relevant markets – the market of call origination at a fixed location in the public telephone network and the market of traffic transit (documents in state language) in public telephone networks. The consultations will run until July 30, 2010, this being the deadline for submitting recommendations.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing public session to approve draft decisions on identification of two relevant markets: voice call termination in individual mobile telephony networks and voice call termination in fixed telephone networks. The session is scheduled for Tuesday, July 13, at 14.00, in ANRCETI office, 5th floor, conference room (134, Stefan cel Mare bd.).
