National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) requires that providers of fixed and mobile communications networks and services take note and fill in the questionnaires “LRIC Bottom-up Model for Fixed Networks” and „Bottom-up LRIC model for Mobile Networks”. The filled-in Questionnaires shall be sent to the Agency by August 26, 2010.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) authorized one more company – „Norma” LLC – for activities of operation, management and maintenance of its electronic communications network, deployed in the Ungheni zone of state border of R. Moldova. Also, „Orange Moldova” JSC was authorized for such activities for the new network deployed in the Crihana Veche, Cahul zone of state border of R. Moldova.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) will develop cost calculation models for interconnection services, each model being accompanied by a document that will describe the methodology used for its development. This is a provision of ANRCETI Administrative Board Decision No. 14/1 of 27.04.2010 on establishing detailed principles used to develop interconnection cost calculation models. The decision came into force on June 17, 2010 - the date of its publication in the Official Gazette of the Republic of Moldova.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing public session for the approval of final decisions on identification of two relevant markets: voice call termination in individual mobile networks and voice call termination in individual fixed networks. The session is scheduled for Tuesday, July 6, 2010, at 14.00, at ANRCETI office, (134 Stefan cel Mare, bd.), 5th floor, Conference Room.

At the request of the insolvency administrator of JV Eventis Mobile LLC, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md), by its Board decision, temporarily suspended the license for GSM cell mobile service provision of the given company for a further two-month term.

Today, June 8, along with the publication in the Official Gazette of the Republic of Moldova, the Instruction (doc. in state language) on Regulatory and Monitoring Fee entered into force. It was approved by the ANRCETI Administrative Board (www.anrceti.md) in its Decision No. 17/02.06.2010. It was adopted in order to facilitate the enforcement of provisions of Art. 12 (5) of the Law on Electronic Communications no.241–XVI/15.10.2007 that lays down the mechanism of payment of regulatory and monitoring fees by providers of electronic communications networks and/or services.

On June 3 - 4, a government delegation which includes decision makers from the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) will participate in the meeting of the R. Moldova – EU sub-committee no.4 „Energy, Environment, Transport and Telecommunications, Science and Technology, Training and Education”. The meeting – the eighth – will be held at the residence of the European Commission in Brussels.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) will assign to providers of public fixed telephone networks three national short numbers: 116000, 116111 and 116123 for harmonized services of social value. Those numbers are used in the European Union countries for the same types of services. This is a provision of the new version of the National Numbering Plan (NNP), which entered in force on May 21, 2010.

In the first three months of 2010, the number of subscribers to fixed telephony services has increased with more than 7,7 thousand and reached one million 146 thousand, whereas the penetration rate of these services per one hundred inhabitants of the Republic, reached 32.1%, as shown by the data available with the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) regarding the situation in this market.

The first quarter of this year, mobile sales increased over the same period of last year by 22.6% and reached to 761.4 million lei, according to the data available with the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) about the situation on this market.
