In 2009, The National Regulatory Agency for Electronic Communications and Information Technologies (ANRCETI - www.anrceti.md) continued to adjust the regulatory framework to EU norms, to implement the clauses of the new Law on Electronic Communications in order to remove the barriers to network and service provision, to promotion of competition and protection of end users. It was the message delivered by the Agency Director, Sergiu Sitnic, in a press conference on April 20, dedicated to the presentation of ANRCETI annual Report on activity and evolution of electronic communications market in the previous year.

Invited by the Romanian counterparts, a delegation of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md), under the leadership of ANRCETI Director Sergiu Sitnic, are currently (April 15, 16) on a visit to Romania to get acquainted with the experience of the Regulatory Authority for Communications (ANCOM) in implementing the European regulatory standards governing electronic communications.

End users of all publicly available electronic communications networks will have access to public services provided through access codes 1600 - 1639, and alternative operators, already connected or going to connect to MOLDTELECOM network will no longer have to pay access deficit charge. These clauses are included in the Administrative Board Decision issued by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) on Regulating Access to Public Electronic Communications services provided through access codes 1600-1639. The decision was subject to public consultation procedure, was approved by the working group for regulating entrepreneurial activity and became effective today, April 14, having been published in the Official Gazette.

In 2009, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) proposed for public consultations 14 draft decisions deemed to exercise significant impact on the electronic communications market and as a result, received 313 recommendations thereto from market players. The official Web page of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) won a diploma of merit „For the best site of a Central Public Administration Authority” in the national competition of Web sites WEBTOP, VIIIth edition. The winners were designated last week. It was the first time that ANRCETI took part in this competition, within the category for public authorities, having 25 public authorities as competitors.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) authorized the first two companies - Orange Moldova and Starnet LLC for activities of operation, management and maintenance of electronic communications networks at the state border of R. Moldova. ANRCETI director Sergiu Sitnic handed over the relevant documents to the leadership of these companies at a meeting held yesterday, April 1st, by the Ministry of Information and Communications Technologies. Minister Alexander Oleinic referred to this event as to one of historical importance.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Internet page, for public consultations, the draft Administrative Board Decision on identification of another relevant market – the market for voice call termination in individual mobile telephone networks. The consultation will last for till April 20, 2010, this being the deadline for recommendations on the document.
