National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

Mobile operators „Orange Moldova”, „Moldcell” and „Moldtelecom” will complete the works to provide the radio signal coverage for all the shadow zones on the national roads and adjacent localities, as specified in their license conditions, before the end of the first quarter of 2011.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) wishes to convey a Season Greeting Message to ANRCETI staff, its partners, all operators of electronic communications and information technology.

In 2011, telephone codes and numbers will be assigned by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) to providers of public fixed and mobile telephone networks and services, following the latter’s request, pursuant to the provisions of the Procedure for telephone Numbering Resource Administration. The new regulatory document was approved by Administrative Board Decision no. 58 of December 21, 2010 and will enter in force on January 1, 2011.

The National regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) updated the classified list of the types of electronic communications networks and services subject to general authorization, the conditions of this procedure, as well as the procedure of license issuance for the use of radio frequencies and/or channels and numbering resources. The updated sections are provided in the new version of the Regulation on General Authorization Regime and License Issuance for Use of limited resources in the provision of public electronic communications networks and services.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing a public session, scheduled for Thursday, December 23, to examine the approval of draft decisions on imposing special obligations on providers with significant market power on the market for voice call termination on individual fixed telephone networks (market 3) and on that for voice call termination on individual mobile telephone market (market 7). The session will take place at ANRCETI office, 5th floor, Conference Hall (134 Stefan cel Mare bd.).

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is inviting fixed and mobile telephone operators, other interested persons, to attend the public hearings on draft Administrative Board Decisions on imposing special obligations to providers with significant market power on the markets for voice call termination on individual fixed telephone networks (market 3) and for voice call termination on individual mobile telephone networks (market 7). The hearings are scheduled for Friday, December 17, 10.00, at ANRCETI office (134, Ştefan cel Mare bd), 5th floor, Conference Hall.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) intends to implement the number portability for mobile networks in 2012, in fixed networks – in 2013. These timeframes have been fixed in the Draft Program for Number Portability Implementation in the Republic of Moldova for 2011 – 2013, a document developed and presented by ANRCETI in a session of the Working Group for number portability implementation.

On November 23 – 26, representatives of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md), led by Ion Pochin, ANRCETI Deputy Director, is taking part in the annual Forum of the Regional Communications Community (RCC) and international conference „Mobile Communications for Social Change”, sessions taking place in Baku, Azerbaidjan Republic.

After a two-year period of decline, in the 9 months of 2010, the fixed sales registered a slight increase over the similar timeframe of 2009 by about 0,8% and reached 1 billion 419,7 million lei, whereas the sales in the III-d quarter of 2010 increased by 3,9% over the same timeframe of 2009 and totaled about 500,4 million lei. On November 22 - 26, The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) will host a training program for ANRCETI specialists and electronic communications operators: ”Spectrum Management”. The workshop will be organized by international experts, consultants of the technical assistance project „Communications Regulatory Development”, delivered to ANRCETI.
