National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The data of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) show that In nine months of 2010, the number of broadband Internet subscribers at fixed locations increased by 47,7% over the similar timeframe of the last year and reached 244 thousand, whereas the number of 3G mobile Internet subscribers reached 105,9 thousand.

Today, November 18, the Administrative Board of the National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) approved, in a public session, the decisions regarding designation of providers with significant power on the markets for call termination on individual fixed telephone networks and on individual mobile telephone networks. The Board Decisions will be published next week in the Official Gazette of the Republic of Moldova.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) approved the Decision on modifying the license conditions held by providers of public mobile telephone networks and services „Orange Moldova” JSC, „Moldcell” JSC and „Moldtelecom” JSC, authorizing those companies to provide traffic transit services via their individual mobile telephone networks.

In the timeframe November 15 - 19, Nicholas Higham, consultant of the technical assistance project „Communications Regulatory Development”, offered to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) by EBRD will be visiting the regulator to review draft amendments to the Law on Electronic Communications.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing a meeting, scheduled for Thursday, November 18, 14.00, to decide on the issue of draft decision approval for designation of providers with significant market power on the market for voice call termination on individual fixed telephone market (market no. 3) and for voice call termination on individual mobile telephone market (market no. 7). The meeting is public and will take place at ANRCETI office, 5th floor, conference room. (bd. Stefan cel Mare, 134).

Data provided by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) on the development of the mobile sector in nine months of 2010 show that the industry has overcome the recession of 2009 and has returned to the growing tendency attested in the previous years.

On November 10 - 12, a delegation of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) headed by Director, Mr. Sergiu Sitnic, is taking part in the 10th Global Symposium for Regulators (GSR10), held in Dakar, capital of Senegal. The event is organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU), in collaboration with the Regulatory Authority for Telecommunications and Post (ARTP) of Senegal.

As of November 10, 2010, the National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) will start issuing licenses for a single type of activity in information technology: for services of development, implementation and ensuring the functionality of automated information systems of state importance, including software.

Providers of fixed and/or mobile electronic communications networks shall not one-sidedly modify the tariffs for interconnection without prior consent of the parties before the entry in force of the special ex-ante obligations set by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) for the markets of voice call termination in individual mobile and fixed telephone networks. This obligation was prescribed by ANRCETI Administrative Board Decision no. 32 of 4.11.2010 on appropriate interconnection.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technologies (ANRCETI – www.anrceti.md), established, in one of its Decisions, the quantum of the regulatory and monitoring fee for 2011 as 0,2% of the revenue generated from the activity in electronic communications by providers of electronic communications networks and services. The Decision was published today, October 29, 2010, in the official Gazette of the Republic of Moldova. The regulatory and monitoring fee shall be paid by providers starting with January 1, 2011.
