Pursuant to art. 66 (2) and (3) of the Law on Electronic Communications no. 241 – XVI of 15.11.2007 and with the view of ensuring the rights of end users to benefit from complete, comparable and easily accessible information regarding quality of services, ANRCETI Administrative Board approved Decision no. 10 of 28.02.2019 regarding quality indicators for publicly available electronic communications services (Decision 10/2019) and the quality parameters of publicly available electronic communications services required to be measured by providers.
In accordance with HCA 10/2019, providers of publicly available electronic communications networks and/or services have the obligation to measure, send to ANRCETI and publish on their Internet pages/display at their locations the values of the following quality indicators:
1. Administrative quality indicators;
2. Technical quality indicators for:
a) broadband data transfer service provided via terrestrial public networks with access to fixed locations or with limited mobility;
b) the telephone service provided via public land mobile cell networks;
c) broadband data transfer service provided via public land mobile cell networks;
d) radio coverage;
e) availability of the public terrestrial mobile cell network.
The providers publish and submit to ANRCETI the values of the quality indicators, as follows
For the indicators under p. 1. and p. 2 a), b) and e):
- before August 10, for the reporting timeframe January 1 - June 30;
- before February 10, for the reporting timeframe July 1 - December 31
For the indicators under p. 2 c) and d) - annually before November 6.
ANRCETI verifies the values of the indicators presented by mobile providers for voice and data transfer services provided via mobile networks against the information on quality of services presented by the National Radio Frequency Management Service.
The National Radio Frequency Management Service performs measurements in accordance with the Methodology for measuring and evaluating the quality parameters of publicly available electronic communications services, provided by public terrestrial cell mobile networks GSM, UMTS and LTE in the 800 frequency bands, 900, 1800, 2100 and 2600 MHz, approved by the ANRCETI Administrative Board Decision no. 11 of 28.02.2019.
The standard forms for the publication and presentation of the information regarding the measured value of the quality parameters for public electronic communications services are downloadable on ANRCETI website: http://anrceti.md/fcat9.
The forms must be filled out and delivered to ANRCETI official address (134, Stefan cel Mare blvd, Chisinau, MD 2012) in one of the following ways: by submitting personally or by a representative of the provider, under signature, or by registered mail service, with confirmation of receipt. In addition, the filled-out forms are sent to the Agency email address: raport.calitate@anrceti.md.
