National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

In the first quarter of 2011, the number of subscribers to broadband Internet access at fixed locations increased compared to the same period last year by 39,4% and reached about 292,8 thousand. The penetration rate of these services per 100 inhabitants increased by 2,3 percentage points and reached 8,2%. These are the data made available by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) about the developments on this market segment.

The data of National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) show that after a period of stagnation attested in 2010, in the first quarter of this year, the sales on the fixed telephone market declined compared with the same period of the last year, by 13,5% and totaled about 403, 5 million lei.

On May 19-20, Chisinau will host the regional seminar „Telephone number portability. Regulatory issues and Implementation Impacts”, organized by the International Telecommunications Union (ITU) jointly with the Ministry of Communications and Information Technology and the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI). The seminar is one of the key events of this year's edition of Telecommunications and Information Society Week, which will be held in the timeframe May 17 to May 20, 2011. The Seminar will take place on May 19, at 9.00, at „CODRU” Hotel (Pink Room).

JSC „Moldtelecom” will create a separate accounting system in its internal accounting system and will publish annually, before 31 May, financial reports per services and business units for the year preceding the management. This obligation is laid down Instruction on implementation of separate accounting by Moldtelecom, approved by ANRCETI Administrative Board Decision (with the Annex in state language) of 22.04.2011. It entered into force on the date of adoption and will be published in the Official Gazette.

On Easter Eve, the Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) extends warmest greetings to the entire Agency staff and to the employees of the electronic communications sector of the country.

After a drop in 2009, in 2010 the electronic communications sector returned to the trend of growth as before the general economic recession of 2008 – 2009. Last year, the total volume of sales on the four electronic communications markets – mobile telephony, fixed, data transmissions and Internet access, broadcasting and retransmission of audiovisual programs – grew over 2008 and 2009, by 7,3% and, respectively, by 9,1% and equaled 6 billion 142,1 million lei.

In 2010 the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) will continue to actively promote measures meant to encourage competition on the electronic communications market, to remove the existing barriers to the provision of networks and services, to ensure the consumers’ rights to high-quality services, actions launched in 2010. The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) hereby reminds the providers of electronic communications networks and/or services about their obligation to submit to ANRCETI, before April 10, 2011, their reports for the first quarter of the current year on their revenues generated from electronic communications activities.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) issued and approved a set of special ex-ante obligations for JSC „Moldtelecom” given its significant market power on the market for wholesale access to network infrastructure at a fixed location (doc. in state language) and on the market for wholesale broadband access (doc. in state language), in order to diminish structural barriers and prevent the use of significant market power to the detriment of competition. The two administrative board decisions became effective on the date they were adopted - 28.03.2011.
