The National Regulatory Agency for Electronic Communications and Information Technology (the Agency – www.anrceti.md) requires that providers of public electronic communications networks and/or services fill in a Questionnaire regarding the infrastructure associated to electronic communications networks. The document is available on the ANRCETI Web page. It is due to be filled in and provided to the Agency before September 14, 2011.

Today, July 22, 2011, the Official Gazette published the order of the Ministry of Information technology and Communications, (MTIC – www.mtic.gov.md), issued on June 30, approving the Program (doc. in state language) for Number Portability Implementation in Moldova for 2011 – 2013, which was developed by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md). The Program provides for the implementation of number portability in mobile telephone networks before the end of 2012 and in fixed telephone networks before the end of 2011.

The International Telecommunication Union (ITU) is planning to conduct a study on the developments of information technologies/communication sector (ICT) in R. Moldova and other countries of the Commonwealth of Independent States (CIS). It will comprise data on the development of communications in the recent 10 - 15 years and forecasts for further development in the upcoming 10 years.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is inviting stakeholders to a public session, Tuesday, July 12, to discuss and approve three draft Administrative Board Decisions on access to and use of national short numbers for social services of 116(xxx) format, harmonized at European level: (1) regulation of access to such numbers; (2) Procedure of allocation and (3) Special License Conditions (docs in state language) for the use of these numbers. The session will take place at 14.00, ANRCETI Office, 5th floor, Conference Room.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Web page, for public consultations, the draft Administrative Board decisions on identification of the market for the provision of wholesale terminating segments (market no.6, doc. in state language) and provision of trunk segments of leased lines (market no.8, doc. in state language), regardless of the technology used for making leased or reserved capacity available and designation of JSC „Moldtelecom” as having significant market power on these markets. The consultations will last through August 1, 2011, which is the deadline for recommendations.

On June 30 – July 1, a delegation of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) headed by Sergiu Sitnic, Director, is taking part in the second workshop for regulators of electronic communications of the Eastern Partnership countries, in Trakai, Lithuania. The workshop is organized by the European Commission and the Communications Regulatory Authority of the Republic of Lithuania (RRT). It is the second workshop meant to continue the collaboration of all stakeholders, following the one organized in October, 2010 in Vienna, Austria.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) developed the draft amendments to the National Numbering Plan and delivered the document to the Ministry of Information Technology and Communications (MTIC) for review and approval. The document was displayed for public consultations on the Ministry’s Web site: http://www.mtic.gov.md/img/law/2010/proiect/11-11/b/anexa.doc. The consultations are scheduled to last till July 11. Interested stakeholders are invited to send recommendations for the document before that date.

Starting with January 2012, the end users from all geographical zones and public fixed and mobile telephone networks will be able to access the national short codes and numbers from range „1”, except codes „1600 - 1639”, without having to dial prefix „0”. This is a provision of the ANRCETI Administrative Board Decision (translation in progress), approved in a public session on June 23, 2011. It will become effective on the date it is published in the Official Gazette.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) decided, duirng the June 21 public session, to designate JSC „Moldtelecom” as an SMP provider on two more relevant markets: the market of call origination at fixed locations in the public telephone network and the market for traffic transit in the public telephone network. The Board Decisions entered in force on the date they were adopted.
