National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing public hearings on draft (doc. in state language) Administrative Board Decision for the approval of the regulations on Number Portability. The public hearings are scheduled for September 27, 14.00, ANRCETI office (134, Stefan cel Mare bd.) 5th floor, Conference Room. Providers of mobile and fixed telephone networks and services, officials from state entities, consumer protection associations, other stakeholders are invited to attend.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Web page, for public consultations, the draft (doc. in state language) Administrative Board decision to amend Annex no.1 of the Procedure on Numbering Resources Administration. The Consultation will last through September 23, 2011. To this date, stakeholders are invited to deliver recommendations on the proposed document.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is inviting stakeholders to a public session, to be held on September 15, 14.00, to review and approve the draft decisions on designation of JSC „Moldtelecom” as a provider with SMP on two wholesale markets: market for the provision of terminating segments (market no.6, doc. in state language) and market for the provision of trunk segments (doc. in state language) of leased lines (market no.8), regardless of the technology used to make leased or reserved capacity available. The session will take place at ANRCETI office, 5th floor, Conference Room, (134, Stefan cel Mare).

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) placed on its Web site, for public consultation, the Administrative Board draft decisions to impose changes to the reference interconnection offer (RIO) of JSC „Moldtelecom”, JSC „Orange Moldova” and JSC „Moldcell” (docs in state language). The consultation is scheduled to last through September 23, 2011, which is the deadline for recommendations to be submitted by stakeholders.

Starting September 1, 2011, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) issues, upon requests from public fixed telephone networks/service providers, licenses for the use of new national short 5-digit numbers of „14xxx” format, (where x=0…9). According to ANRCETI Administrative Board Decision on implementing access to national short numbers and codes of range „1” without „0” prefix, the new numbers are to replace the 4-digit local short numbers of „02A(B)14xx” format, starting February 2012.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md), by an Administrative Board Decision, suspended, until 08.01.2012, the licenses for the use of numbering resources held by fixed telephony service provider LLC „PBX SERVICE” and the company’s right to provide electronic communications services granted by ANRCETI by means of general authorization. The Decision was published in the Official Gazette on 12.08.2011.

In the first half of 2011, the number of subscribers to broadband Internet at fixed and mobile locations (3G mobile Internet) increased over the same period of 2011, by 37,5% and exceeded 455 thousand. Data of the National regulatory Agency for Electronic Communications and Information Technology (ANRCETI) regarding the situation of the fixed telephone market show that in the first half of 2011, the number of subscribers to fixed telephone services increased over the same timeframe of last year by 2,2% and reached 1 million 170,9 thousand, whereas the total volume of sales decreased by 10% and constituted 827,5 million lei.

According to the data available with the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md), in the first semester of 2011, the number of mobile telephone users exceeded 3 million 306,8 thousand, which is a 15,8% increase over the same timeframe of the last year. The total sales volume increased by 5,2% and reached 1 billion 709,5 million lei.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) announces readiness to assign to providers numbering resources from „30xxxxxx” and „38xxxxxx” number blocks to be used in the provision of VoIP telephony services. The rules of usage for these numbering resources are set in the special License Conditions for the use of numbers independent of location in public electronic communications networks, approved by ANRCETI Administrative Board Decision no. 20 of 04.08.2011.
