National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) considers that the Tariffs Adjustment Program for fixed telephony services, proposed by Moldtelecom to be implemented as of March 1, will eliminate the cross-subsidization of services provided by JSC Moldtelecom, which will boost the development of the fixed telephone market, enhance competition and attract new investments in the sector, factors which will bring long term benefits to end users.

Today, January 25, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) and the Association of Private ICT Companies (ANCP) concluded a collaboration agreement to facilitate cooperation in the field of ICT. It was signed today by Sergiu Sitnic, ANRCETI Director, and Veaceslav Cunev, chairman of ANCP, in a meeting of representatives from both entities. It is the first agreement signed by ANRCETI with a patronage organization.

A report on public communication, by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md), shows that during 2010, ANRCETI provided replies to 590 appeals (compared to 569 – in 2009), from end users of electronic communications services.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Web site, for repeated public consultations, draft Administrative Board Decision on imposing special ex-ante obligations on JSC “Moldtelecom” due to the company’s significant market power on the markets for wholesale access to network infrastructure at a fixed location (market 4) and on wholesale broadband access (market 5). Interested persons are invited to send recommendations before February 07, 2011.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing its intent to select a company to audit ANRCETI budget performance in 2010. Interested persons are invited to submit offers to ANRCETI, before January 25, 2011.

In 2010, the total of visits to the website of the National regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) increased over 2009 by over 30% and reached 107,5 thousand, and the number of single visitors – by over 40%, exceeding 44,1 thousand.

Today, January 10th, David Rogerson, Director of British Company „Incyte Consulting” and consultant of the technical assistance project „Communications Regulatory Development” delivered to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) starts his 5-day working visit to ANRCETI to review current economic issues pertaining to the electronic communications market regulation.

The National regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Web page, for public consultations, Draft (doc. in state language) Administrative Board Decision on Approving the Instruction on Implementation of Separate Cost Accounting by JSC „Moldtelecom” within internal accounting management. Interested stakeholders are invited to provide recommendations before the deadline February 5, 2011.

In 2010, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) authorized 169 economic entities to provide electronic communications networks and/or services and 51 – information technology services. Thus, on January 1st, 2011, 907 companies were authorized to work on the electronic communications market and 51 – to carry out activities subject to licensing in the field of information technology.

The National Regulatory Agency for Regulation in Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) set, for the first time, special ex-ante obligations for providers with significant market power on the markets for voice call termination on individual fixed telephone networks and voice call termination on mobile telephone networks, for the purpose of preventing the use of SMP against competition. The corresponding Administrative Board Decisions entered in force on the date they were adopted – 23.12.2010 – and were delivered to the providers concerned. The provisions of the decisions will be published in the Official Gazette.
