Providers of public mobile telephone services are obligated to measure and make publicly available the information on quality of services provided to end users, on quarterly and annual basis, in their commercial offices and Internet pages. This is a requirement stipulated by ANRCETI Administrative Board Decision (doc. in state language) regarding quality of public mobile telephony services, issued to amend Board Decision nr.278 of 17.10.2009 establishing quality parameters for public electronic communications services. The Decision became effective October 21, 2011 – the date it is published in the Official Gazette of the Republic of Moldova.

In 9 months of 2011, The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) authorized 92 applicants to provide electronic communications services, being entered in the Public Register of Networks/Service Providers. By October 1, 2011, the number of providers included in this Register reached 445.

Telecoms administrations and regulators from CIS countries will review the opportunity to implement the general authorization regime for new entrants to the electronic communications market, which has been applied in the R. Moldova since 2008. This recommendation is contained in the Decision of the Commission for Coordination of Regulatory Bodies s’ Activities in the CIS countries, which is a working body of the Regional Commonwealth in the field of Communications (RCC). The decision was adopted at the fifth session of the Commission, on Thursday, October 6, in Chisinau.

The European Bank for Reconstruction and Development (EBRD) and the National regulatory Agency for Electronic Communications and Information Technology (ANRCETI) are satisfied with the implementation results of the Technical Assistance Project „Communications Regulatory Development”, delivered in the timeframe October 2009 - October 2011. On Tuesday, October 4, at 15.00, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) and the European Bank for Reconstruction and Development (EBRD) are holding a briefing to present the results of the implementation of the EBRD technical assistance project „Communications Regulatory Development”. For the first time, on October 6, 2011, Chisinau will host the ordinary session of the Commission for coordination of activity of CIS telecommunications regulatory authorities of the Regional Commonwealth of Communications (RCC). The session is scheduled to take place following the regional seminar on broadband access, organized in Chisinau on October 4-6, by the International Telecommunications Union jointly with the Ministry of Information Technology and Communications. The session of the Commission is organized with the support of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) at ANRCETI office.

The Administrative Board of the National regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is inviting stakeholders to take part in a public session to approve draft (doc. in state language) amendments to Annex 1 of the Procedure of Numbering Resource Administration, approved by ANRCETI Administrative Board Decision no. 58 of 21.12.2010, (Official Gazette of the Republic of Moldova 2010, no.257-258, art.1018). The National regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Web page, for public consultations, Draft Administrative Board Decisions imposing special ex-ante obligations on JSC “Moldtelecom” due to the significant market power of this provider on the market for call origination at fixed locations of the public telephone network (market no.2 - doc. in state language) and on the market for traffic transit in public telephone networks (market no.9 - doc. in state language). The consultations are scheduled to last through October 13, 2011. Stakeholders are invited to submit recommendations on the draft documents before that date.

Following the International Telecommunication Union invitation, a delegation of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) is taking part in the Global Symposium of Regulators (GSR11) and Global Industry Leaders Forum (GILF), (September 21 - 23), in the city of Armenia, Colombia. The symposium is organized by the ITU Telecommunications Development Bureau with the support of the Ministry of Information and Communication Technologies and the Regulatory authority of Colombia.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) designated JSC „Moldtelecom” as a provider with significant market power on two wholesale markets: the market for provision of terminal segments (market no.6) and the market for provision of trunk segments (market no. 8) of leased lines, regardless of the technology used for the provision of leased or reserved capacity. The Administrative Board Decisions were approved in a public session on September 15, and became effective on the same day. This week they are to be published in the Official Gazette.
