During 2012, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) is planning to develop and adopt 24 regulatory acts and 5 draft amendments to a number of previously approved decisions. This objective is laid down in the Program (in state language) for Regulatory Document Development in 2012, which adds to the Plan of activity (in state language) of the regulator for the current year. Both documents are available on the Internet page of ANRCETI.

The Telecommunications Development Bureau (BDT) of the ITU, jointly with the sector ministry of the Russian Federation and the Institute of Excellence within the Moscow Technical University of Communications and Informatics are announcing a regional seminar entitled: „Capacity building on Strategic Management for Telecommunication / ICT”. The seminar will be held in Moscow, Russian Federation, on February 28 – March 1, 2012.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) has placed on its Internet site the cost calculation models for call termination in fixed and mobile networks (docs in state language), developed on basis of LRIC (Long-Run Incremental Cost) methodology. These models are intended for ensuring cost-based rates for interconnection services.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) reminds providers of electronic communications networks and/or services that, according to Administrative Board Decision no. 33 of 17.11.2011 (doc. in state language), they are liable to provide to ANRCETI, by February 15, 2012, statistical reports on the evolution of the market segments where they perform their activities.

Starting of today, February 1, 2012, short national numbers and codes from range „1”, except „1600 - 1639” codes, can be dialed from any geographic zone of the Republic of Moldova (municipalities, districts, including all rural and urban settlements) via public fixed and mobile networks without prefix „0”. According to a Decision of the National regulatory agency for Electronic Communications and Information Technology (ANRCETI), the access to „1600 - 1639” codes (IP-telephony services) without prefix „0” will be implemented before the end of this year.

The total volume of numbering resources ANRCETI assigned in 2011 to providers of electronic communications networks and services exceeded 932,7 thousand, an increase by more than 160% over 2010. This increase occurred due to the growing demand for numbering resources for fixed and mobile telephone services, Premium rate numbers and numbers independent of location.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) resolved all the reasoned petitions received in 2011 in favor of electronic communications service users, shows a report about the claims filed in to ANRCETI last year. The report specifies that in 2011 ANRCETI received 170 complaints, an increase by 45,3% over 2010.

In 2011, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) made 59 reports on contraventions in electronic communications, 32 of which by network/service providers. A total of 96,4 thousand lei was applied to the law breakers, as a result of court rulings.

Telephone numbers are ported by providers of public telephone services following an application submitted by the subscriber, within maximum five working days, except the cases when the subscriber requests a longer term. This is a provision of the Regulations on Number portability, approved by Decision no. 34 (doc. in state language) of 01.12.2011 of ANRCETI Administrative Board. The regulations entered in force on January 20, 2012 – the date of its publication in the Official Gazette of the Republic of Moldova.
