National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) will issue to the three operators providing public mobile networks and services, directly, before December 31, 2012, one license each, for the use of radio frequencies of 2500-2690 MHz band, for the provision of 4th generation (4G) public mobile terrestrial networks and services, with broadband radio access, in LTE standard. This is a provision from ANRCETI Administrative Board Decision (doc. in state language) establishing the number of licenses, for the use of radio frequencies from 2500-2690 MHz and 3600-3800 MHz bands. The Decision will enter in force on the date it is published in the Official Gazette.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) has placed on its Web page for Public Consultations the Draft (doc. in state language) administrative Board Decision on approving special license conditions for the use of radio frequencies/channels in 2500-2690 MHz frequency band. The consultation will last through August 17, 2012, this being the deadline for providing recommendations to the document.

In the first three months of 2012, the revenues generated by the provision of electronic communications networks and services (mobile communications, fixed telephony, Internet access and data transmission, services of broadcasting and retransmission of audiovisual programs) increased, over the corresponding timeframe of 2011, by approximately 1,7% and made up 1 billion 468,4 million lei, shows the Report (doc. in state language) of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) regarding the evolution of electronic communications markets in the first quarter of 2012.  

With effect from July 1, 2012, users of fixed telephony service will be able to call fixed telephone numbers, from his or from other places of the Republic of Moldova only by dialing 9 digits: national prefix "0" + code of the geographical area + Subscriber number. 

The statistical data on audiovisual program retransmission services (multichannel TV services), made publicly available on the web site of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), show that the ascending trend in the use of digital TV services is becoming more prominent. Thus, in the first quarter of 2012 the total number of subscribers to multichannel TV services increased over the number registered at the end of 2011 by 2,5%, reaching 262,5 thousand, whereas the number of consumers of these services in digital format increased by 5,7% and totaled 84,8 thousand.

In the first quarter of 2012, the fixed telephone market was marked by the diminishing revenues generated by sales of public services against a slight increase in the number of subscribers, a tendency which is becoming more and more tangible in the recent three years. In the timeframe under report, the total volume of sales on this market segment decreased by 4,7% compared to the first quarter of last year, and constituted 384,7 million lei, whereas the number of new connections to the fixed telephone network increased by 25% and totaled 4,6 thousand.

The National Regulatory Agency for Electronic Communications and Information Technology, (ANRCETI), is hereby announcing a tender to select the centralized data base administrator for the implementation and realization of telephone number portability in the Republic of Moldova. The applications for participation in the tender and the bids can be submitted in the timeframe June 15 – July 30, 2012, to ANRCETI office address: 134 Stefan cel Mare bd., MD 2012, Chisinau municipality, Republic of Moldova.

A delegation of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), headed by Director Sergiu Sîtnic is taking part, on June 12 - 13, in the annual Session of the Board of the RCC Communications Administrations Heads (CRC), taking part in Ashgabat, capital of Turkmenistan.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) required that JSC „Moldtelecom” modify and amend the Reference Interconnection Offer, including the standard Interconnection Agreement, to present them to ANRCETI and make them publicly available on its Internet page. This obligation is prescribed by an ANRCETI Administrative Board Decision (doc. in state language) on imposing modifications to the Reference Interconnection Offer of JSC „Moldtelecom”, published in the Official Gazette on June 8, 2012.

JSC „Moldtelecom” has been placed under the obligation to orient the tariffs applied for fixed telephone services to average unitary costs calculated based on the separate accounting system. This provision is contained in ANRCETI Administrative Board Decision (doc. in state language) regarding imposition of special ex-ante obligations on JSC „Moldtelecom” given its significant market power on the market for end-users’ (natural and legal persons) access to the public telephone network at fixed locations. This Decision was approved in a public session of the Board and published in the Official Gazette on June 8, 2012.
