In 2012, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) took a number of specific steps to remedy the competition on the electronic communications market and stimulate investments in infrastructure, so that service consumers can perceive competition through respect for their rights and the possibility to take advantage of new technologies and services. This was the message that ANRCETI Director, Sergiu Sîtnic, delivered at today’s press conference, summing up ANRCETI’s activity in 2012 and emphasizing the priorities for 2013.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) will take part in a technical assistance project delivered by the European Commission (EC) to the EaP Regulators Network (comprising electronic communications regulators from Eastern Partnership countries: Armenia, Azerbaijan, Belarus, Georgia, R. Moldova, Ukraine), for the inception of which ANRCETI has been designated as coordinator. In this respect, on January 24, ANRCETI hosted a meeting between Director, Sergiu Sîtnic and the team of experts from Pricewaterhouse Coopers designated by EC as contractors for the mentioned project. The agenda of the meeting was dedicated to the project program to be developed by the experts after they make an assessment of needs of all the EaP Regulators, beneficiaries of the project.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) has placed on its web page, for public consultations, the draft (doc. in state language) modifications to ANRCETI Administrative Board Decision no.85 of 28.04.2009, on defining the list of relevant markets of electronic communications networks and/or services. The consultations are planned to last till February 4, 2013, this being the deadline for stakeholders to submit recommendations on this draft document.

A report of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) on numbering resources shows that in 2012, the numbers for mobile and fixed telephony and the numbers independent of location were most frequently requested by providers of public electronic communications networks and services.

ANRCETI official web site – number of visitors is increasing

The number of unique visitors, accessing the official site of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) in 2012 increased over 2011 twice: from 38,8 thousand, in 2011, to 80 thousand – in 2012, whereas the total number of visitors – by 44%: from 107,9 thousand to 155,3 thousand.

A report of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) on monitoring and control actions shows that in 2012, the regulator conducted 142 verifications of the activity performed by electronic communications providers: 103 planned and 39 – unplanned.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) modified the statistical report forms „CE-2. Fixed networks and services”, „CE-3. Mobile networks and services” and „CE-4. Audiovisual networks and services”. These were approved by ANRCETI Administrative Board Decision no. 70, 20.12.2012 (doc. in state language). The Decision entered in force on January 1, 2013, which means that starting with quarter I of 2013, providers of electronic communications networks and services will have to report statistical data on basis of new forms, approved by ANRCETI.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) has planned to develop and adopt, in 2013, 26 regulatory documents, most of them (19) targeted at enhancing competition by promoting preventive regulatory measures for the activity of providers with significant market power on the market. This is the objective of ANRCETI’s Program (in state language) for Regulatory Document Development for 2013, which is part of its Activity Plan (in state language). Representatives of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) will take part, in February 2013, in a workshop organized in Tallinn as part of a development cooperation project financed by the Ministry of External Affairs of Estonia. The project program and the topics of common interest for this workshop agenda was the subject for this week’s discussions, during a meeting of ANRCETI Administrative Board and a number of specialists, with Alexandr Svetlicinii, the project manager.
