National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCET) is announcing for Thursday, August 22, at 14.00, a public session to review and adopt draft decisions (docs in state language) on imposing special obligations on new providers designated as having SMP on the markets for voice call termination in individual fixed telephone networks (Market 3). The session will take place at ANRCETI Office (134 Stefan cel Mare bd., 5th floor, Conference Room).

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announces maintenance of special ex-ante obligations, imposed in  2010 - 2011 on providers designated as having SMP on four wholesale markets: voice call termination in individual fixed telephone networks (Market 3), voice call termination in individual mobile telephony (Market 7), call origination at fixed locations in the public telephone network (Market 2) and call transit in telephone networks (Market 9).

On August 17, 2013 the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) celebrates its 13th anniversary. Throughout these years, due to market liberalization, the regulator has been acting to promote competition, meet the users' interests and enhance efficient investment in communications infrastructure. Since its establishment in 2000, ANRCETI fulfilled these objectives by taking actions and measures to remedy competition problems on the market, by launching new technologies, implementation of number portability, closing the national numbering plan, protecting the users’ interests.

Today, the Administrative Board of the National Regulatory Agency for Electronic Communications and information Technology (ANRCETI) issued a decision to withdraw the license of Joint Venture „Eventis Mobile” LLC for cell mobile telephony service provision GSM standard, in 900 MHz frequency band. This was the communication of ANRCETI Director, Grigore Varanita, in a briefing with mass media.

Today, July 15^th, Deputy Prime Minister Valeriu Lazar, Minister of Economy, introduced the newly-appointed ANRCETI Director, Mr. Grigore Varanita, to ANRCETI staff. Grigore Varanita was appointed by Government Decision on July 10^th, for a 4-year term of office. By the same Decision, the Government accepted the resignation of Mr. Sergiu Sîtnic, at his request.

In 10 days since mobile number portability was launched, 550 mobile number porting took place, the first ported number in Moldova being activated on July 4^th, 2013. These are the data provided by the Administrator of the centralized data base (CDB) for number portability in his report, submitted today to the National Regulatory Agency for Electronic Communications and Information technology (ANRCETI).

At the invitation of the ITU leadership, officials from the National regulatory Agency for Electronic Communications and Information Technology (ANRCETI) are taking part in the global Symposium of Regulators (GSR13) in electronic communications and information technology (ICT) that is taking place these days (July 3 - 5) in Warsaw, Poland. The Symposium is organized by the ITU in collaboration with the ministry of Administration and Digitalization and the Office of Electronic Communications (UKE) of Poland.

As of today, July 1^st 2013, mobile number portability is available for Moldova citizens. „Any user wishing to switch mobile telephone service providers without having to change his/her telephone number, can do this by submitting an number porting application at one of the commercial offices of the provider of his choice. In maximum 5 days, his/her number will start functioning in the new network”, communicated Sergiu Sitnic, Director of the National regulatory Agency for electronic Communications and Information Technology (ANRCETI).

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) has placed on its Internet page, for public consultations, draft Administrative Board Decisions on special ex-ante obligations to be imposed on JSC “Moldtelecom” as an SMP provider on the markets for wholesale access to networks infrastructure at a fixed location (Market 4 - doc. in state language) and wholesale broadband access (Market 5 - doc. in state language). The consultation will take last through July 26, 2013, this being the deadline for submitting recommendations for the mentioned draft documents.

The three providers of mobile telephony services and the Administrator of the centralized data base for number portability brought to a successful end the testing of the technological processes of number porting and reported readiness to launch, on July 1, 2013, the new service. This was the message of yesterday’s press conference organized by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) dedicated to the launch of the number portability service in the Republic of Moldova.
