National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

On February 14, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) launched public consultations, on its website, on draft (.pdf) amendments to ANRCETI Administrative Board Decision no.79 of 17.04.2009 on regulating the provision of services through toll-free telephone numbers (Freephone) in public electronic communications networks and draft (.pdf) amendments to section 14 of Board Decision No. 11 of 07.04.2010 on regulating the access to public electronic communications services provided via access codes "1600 - 1639". The public consultation will last till March 14, 2017, which is the deadline for recommendations from stakeholders.

The number of providers who measured and reported to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) the values of quality parameters for electronic communications services in the qtr. IV of 2016 decreased by 7%, i.e. 142 providers. These data are included in the Report on the results of monitoring quality parameters recorded during the mentioned period and in the information on the measured values of these parameters, published on ANRCETI website, Quality of Service section.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) reminds that providers of public electronic communications services need to present to ANRCETI, before January 20, 2017, the information on measured values of QoS parameters in Qtr IV of 2016, for four types of services: fixed telephony, Internet access, mobile telephony and television. The obligation is stipulated in ANRCETI Administrative Board Decision no.278 of 17.11.2009, establishing quality parameters for public electronic communications services, as amended by Administrative Board Decision No. 68 of 12.11.2015.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) informs the postal service providers that they are required to present to ANRCETI, before January 20, 2017, their reports on revenues from postal service provision in 2016. This is an obligation based on Law No. 36 of 03.17.2016 on postal communication and provided by the ANRCETI Administrative Board Decision no. 16 of 21.07.2016 on the approving the Instruction on regulatory and monitoring fee payment.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) hereby informs the public that on Friday, January 6 2017, the Methodology for calculating the maximum tariffs for the right of access to public property and/or shared use of physical infrastructure became effective. The Methodology was developed by ANRCETI, approved by Government Decision no. 1434 of 29.12.2016 and published in the Official Gazette of the Republic of Moldova dated January 6, 2017.

In three and a half years since the launch of number portability (July 2013) – a service that allows any mobile or fixed user to keep their phone number when switching the service provider - about 151 thousand people used this service, according to the data of the National Regulatory Agency for Electronic Communications and information Technology (ANRCETI) about the evolution of this service during the mentioned timeframe.  

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), for the purpose of informing its stakeholders, published on its official website its program for development of regulatory documents and its plan of activity for 2017. These documents specify the major activities and regulatory measures that ANRCETI intends to achieve next year, the subjects and the deadlines for the development and adoption of the planned regulatory acts. The Program and the Plan of Activity were approved by Administrative Board Decision on December 29, 2016.

In the timeframe July - September 2016, the total revenue from electronic communications services (mobile telephony, mobile broadband, fixed telephony, fixed Internet, broadcasting and retransmission of audiovisual programs, other electronic communications activities) decreased, compared to the third quarter of 2015, by 3,5% and were estimated at 1 billion 722,1 million lei. In nine months, this indicator decreased compared with the same period of 2015 by over 3% and was estimated at 5 billion 47,2 million lei. These data are provided in the Report on the evolution of the electronic communications market in the third quarter of 2016, published on the website of the National Regulatory Agency for electronic Communications and Information Technology (ANRCETI).

On December 8, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) proposed for public consultations, on its official website, the draft (.pdf) Administrative Board Decision on the approval of the Program for Regulatory Acts Development for 2017. The consultations will last through December, 22, 2016 which is the deadline for submitting recommendations on the document.

The statistical data on the evolution of the pay TV market (cable and IP-TV) in the nine months of 2016, aggregated by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), shows that the IP TV segment continued to grow, while the cable TV segment – to reduce.
