National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The Report of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) on Evolution of the electronic communications market in 2016, published on its official web page, shows that this year mobile and fixed Internet access services continued to be the most dynamic markets in the electronic communications sector. The main indicators of these markets (revenues, number of users, penetration rates, data traffic) attested the largest increase in the sector.

On behalf of the Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), the Chairman, ANRCETI Director, Grigore Varanita is conveying a greeting message on the occasion of Holy Easter Holidays to ANRCETI staff, partners, and employees of the electronic communications sector, information technology and postal communications in Moldova.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) consider that the ANRCETI team coped with the challenges of 2016, the main challenge being the creation of the necessary tools to implement the Law on access to properties and shared use of infrastructure associated with public electronic communications networks and the Law on postal communications, in force since April 2016. Both Laws granted new regulatory powers to the Agency. This conclusion is laid down in ANRCETI Activity Report 2016, published on its official website.

The statistical data on the evolution of the pay TV market (TV networks, cable and IP TV) in 2016, aggregated by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), show that in 2016 the main indicators of this market continued to decline, a trend that has developed in the last three years. The total number of pay TV subscribers decreased, compared to 2015, by 5,3 thousand (-1,9%) and showed 269,9 thousand, while the revenues from these services declined by 5 million lei (-3.2%) and reached 151,7 million lei.

During 2016, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) conducted public consultations on 30 draft Administrative Board Decisions with major impact on the electronic communications and postal communications markets, as well as Decisions addressing the access on the properties and shared use of infrastructure associated with public electronic communications networks and, in public meetings, approved 26 decisions. These data are presented in the Report on Transparency in Decision-Making Process of ANRCETI in 2016, published on its official website.

On February 21, 2017, The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) launched public consultation on the draft (.doc, .pdf) analysis of the market for voice call termination in individual fixed telephone networks (Market 3) and the draft decisions of ANRCETI Administrative Board on preventive measures to regulate this market. The deadline for submitting recommendations on the documents presented for consultation is March 21, 2017.

Last year, the usage of numbers allocated to providers by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) for mobile and fixed networks and services made up 87,1%, and 68% accordingly, as shown in the Report on Monitoring the Use of Telephone Numbering Resources in 2016, published on the official ANRCETI website. As compared to 2015, this indicator went down by 4,9, respectively 3,6 percentage points.

On February 15, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) launched public consultations on a new draft (.pdf) Administrative Board Decision - on counteracting the unauthorized termination of telephone traffic originated from abroad. The project provides a set of measures to be taken to combat this fraudulent practice. The public consultation will last through March 15, 2017, which is the deadline for submitting recommendations on the document.
