National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

In 2017, the number of users that accessed the mobile Internet, based on 4G technology, increased by 83.7% over 2016 and exceeded 692.3 thousand. Of those, about 610 thousand accessed the Internet from their smartphone, and over 82.3 thousand – by means of dedicated global network access (via modems/cards/USB). The total number of broadband mobile users (3G, 4G and dedicated access technologies) increased by 28.3% and reached more than 2 million 430 thousand, according to the data of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) regarding the evolution of this market in 2017.

Statistical data aggregated by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) shows that in 2017, the total number of mobile users increased, compared to 2016, by 30.7 thousand (+0.7% ) and totaled 4.5 million, and the penetration rate of these services, per 100 inhabitants, increased by 0.94 percentage points (pp) and reached the threshold of 125.6%.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published, on its official website, information on values of quality parameters for mobile, fixed, Internet access and pay TV services, measured by the providers of these services in the Q4 of 2017 and ANRCETI Report on the results of monitoring this information. The publication of these data is intended to inform consumers about the quality of electronic communications services they use or intend to acquire.

In 2017, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) publicly consulted and approved 33 Administrative Board Decisions and held five public hearings on draft decisions with a major impact on the electronic communications and postal communications markets. The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announces that on Friday, January 19, 2018, ANRCETI Administrative Board Decision no. 54 of 28.12.2017 on general authorization and licensing regime in electronic communications entered into force, following its publication in the Official Gazette of the Republic of Moldova. By this Decision, a new version of the Regulation on the general authorization regime in the field of electronic communications was approved, along with the standard application forms (declarations) for the obtaining or extending licenses for the use of radio channels and/or frequencies and similar application (declaration) for the use of numbering resources in the provision of electronic communications networks and/or services.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) reminds that public electronic communications service providers are required to submit to ANRCETI, by January 20, 2018, the information on quality of service values measured in the fourth quarter of 2017, for four types of services: fixed telephony, Internet access, mobile telephony and television. This obligation is prescribed in ANRCETI Administrative Board Decision no. 278 of 17.11.2009, on establishing quality parameters for public electronic communications services, modified and completed by Decision no. 68 of 12.11.2015.

In 2017, mobile users continued to be the most active in the use of number portability service. According to the data of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), 28,8 thousand mobile users resorted to the number portability service last year, which represents 92% of the total number of number portability users.

In the timeframe July - September 2017, the total volume of revenues from services in the electronic communications sector (mobile telephony, mobile Internet, fixed telephony, fixed Internet, retransmission of audiovisual programs, other electronic communications activities) decreased compared to the third quarter of 2016, by 2,7% to a total of 1 billion 675,2 million lei. These data are provided in the Report on the evolution of the electronic communications market in the third quarter of 2017, published on the official website of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI).

Statistical data on the evolution of the pay TV market (cable and IP - IPTV) in the nine months of this year, aggregated by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), shows a slight increase of the main indicators. The total number of pay TV subscribers increased by 18% to 319 thousand and the cumulative revenues increased by 5,7%, up to 118,6 million lei.
