The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) reduced the number of quality parameters for electronic communications services, obligatorily measured and published by providers in commercial offices and on their Internet pages and the number of types of services covered by this obligation. The decision was taken by ANRCETI Administrative Board in a public session last week, in which Board Decision 278 of 17.11.2009, establishing quality parameters for electronic communications services, was revised. The Decision will become effective upon publication in the Official Gazette.

During third qtr. of 2015, the specialists of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) conducted 15 planned and one unplanned inspection of the activity of providers of electronic communications networks and services. The planned inspections revealed that three providers admitted no deviations from legal norms, 10 providers committed infringements of regulatory acts and two providers are not operating.

On October 7-8, a group of specialists from the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) are taking part in a workshop for electronic communications regulators from Eastern Partnership (EaP) countries, devoted to Network and information security. The workshop is taking place in in Vilnius, Lithuania, within the technical assistance project of the European Commission "Networks of electronic communications regulators from EaP countries" (EaPeReg).

On October 1, 2015, in a public session, the Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) decided to maintain the ex-ante remedies previously imposed on Moldtelecom as a provider with significant market power on the market of wholesale network infrastructure access at a fixed location (Market 4) and the market of wholesale broadband access (Market 5). ANRCETI had previously imposed the remedies by Board Decisions no. 56 of 26.09.2013 and no. 06 of 28.03.2011, with subsequent amendments by Administrative Board Decisions no. 57 of 26.09.2013.

The National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI) started public consultations of the draft amendments to ANRCETI Administrative Board Decision no.278 of 17.11.2009, on establishment quality parameters for publicly available electronic communications services. The consultations will run through October 19, 2015 – which is the deadline for comments and recommendations from stakeholders.

ANRCETI representatives, headed by Deputy Director, Iurie Ursu, are taking part in the 13th Regional Conference on Regulatory Activity in the Electronic Communications Sector, entitled „Expanding Broadband Access and Adoption”. The Conference is taking place on September 28-29, 2015, in Budva, Montenegro. The event is organized by the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) and the Agency for Electronic Communications and Postal Services of Montenegro (EKIP).

On September 25, 2015, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published the announcement about the launch of the spectrum license auction for 16 licenses for the use of radio frequencies in 800, e900, 2100, 2600 and 3400-3800 MHz bands for the provision of terrestrial cellular mobile networks and services.

On September 23 – 25, two specialists from the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) took part a in regional workshop for CIS countries, organized by International Telecommunication Union (ITU) in Odessa, Ukraine. The workshop addressed organizational and technical issues of ICT development.

The event was attended by ITU officials, representatives of ICT administrations, regulators and academia from CIS countries.
