National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) consider that, in 2015, ANRCETI team reached notable results, succeeding at the same time to lay the foundation for new projects in 2016 that are aimed to encourage competition and enhance investments in electronic communications infrastructure for the benefit of consumers. This conclusion is the message of the preface to ANRCETI Report on Activity for 2015 which was published today on ANRCETI official website www.anrceti.md.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) reminds of the requirement that providers of public electronic communications services have to submit to ANRCETI, by April 20, 2016, the information on quality parameters measured in the I quarter of 2016 for four types of services: fixed telephony, mobile telephony, Internet access and television.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) extended the number of frequency bands for non-specific radio applications for detection and accumulation of data, systems of traffic control, applications used by legal entities and individuals owners of short-range devices (SRD). The categories of spectrum which may be used freely for those devices are prescribed in Administrative Board Decision no. 05 of 17.03.2016, which was approved in an open session last week. The Decision will enter in force when published in the Official Gazette.

The statistical data on the recent developments of the public pay TV service market (cable and IP TV) in 2015, published on the official website of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) show that in one year, the number of subscribers to the digital pay TV service increased by 5 thousand (+3,8%) and exceeded 138,1 thousand, which is more than half of the total number of subscribers to pay TV service.

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announced for Thursday, March 17 at 14.00, a public meeting to review and submit for approval the draft amendments to Administrative Board Decision No.126 of 02.06.2009 on establishing the categories of radio frequencies, the use of which is not subject to general authorization in the Republic of Moldova and it is allowed without a license for the use of the radio frequencies / channels or a technical permit. 

Statistical data about the developments of fixed telephony market in 2015, published today on the official website of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), shows that the number of subscribers and the voice traffic continued to reduce in this sector in fixed networks. Consequently, the number of fixed telephony subscribers decreased, in comparison with the end of 2014, by more than 15,8 mil (-1,3%) and made around 1,2 million and the total volume of voice traffic through fixed networks decreased by almost 20% and totaled approximately 2,1 billion minutes.

During 2015, the average mobile traffic per mobile user increased in comparison with 2014 by 7% and made 226 minutes or 3h and 46 minutes, while the total volume of voice traffic in mobile networks increased by 2,7% and exceeded 6,7 billion 315 million minutes, as shown by the statistical data about the evolution of mobile market last year, published today by National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) on its official website.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) issued last year, following providers’ requests, 48 licenses for the use of spectrum in the provision of electronic communications networks and services, which by 92% exceeds the number of licenses granted by ANRCETI in 2014. ANRCETI also updated eight licenses for the extension of the service provision area. These data are provided in an ANRCETI’s report on licenses for the use of scarce resources issued in 2015.

In the timeframe October – December 2015, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) carried out 14 planned inspections of the activity of electronic communications providers. Within the inspections, ANRCETI experts verified providers’ compliance with the legal provisions in force governing the electronic communications sector. The inspections took place according to the schedule of inspections, developed under the provisions of the Law on State Control on Business Activity and placed on ANRCETI Web site.

In 2015, the number of subscribers who used the number portability service increased over 2014 by 27,1% (+10,2 thousand) and exceeded 47,8 thousand, according to the data of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) on the evolution of number portability last year. In Moldova, the number portability service became available in July 2013. This service allows any mobile or fixed user to keep their phone number when switching providers.
