National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) sets out for public consultation the draft Administrative Board Decision for the approval of the Form templates for documents related to the activity of postal service provision. The consultations of the project will take last until March 6, 2020 inclusively.

In accordance with the provisions of Art. 3 paragraph (4) of the Law on Access to Properties and Shared Use of Infrastructure Associated with Public Electronic Communications Networks no. 28 of March 10, 2016 (hereinafter Law no. 28/2016), ANRCETI is empowered to solve disputes between providers of public electronic communications networks and owners of public or private property, including physical infrastructure, to which access is requested for construction (installation), maintenance, dismantling, replacement, transfer or retooling of public electronic communications networks, in order to ensure free competition and to protect the users' interests.

The National Agency for Regulation in Electronic Communications and Information Technology (ANRCETI) has been selected to participate in a pilot study, organized by the International Bureau of the Universal Postal Union (UPU). This study provides for access to the OSCAR tool for postal communications providers. The study is planned to take place in the timeframe January - April 2020.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) reminds providers of electronic communications services to submit to ANRCETI, by February 10, 2020, the information on measured values of the quality indicators for the 2nd semester of 2019.

In 2019, the number of subscribers who used the telephone number portability service increased significantly, compared to 2018, by 22.7 thousand and reached 56.9 thousand, according to the data of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) on the evolution of telephone number portability in the preceding year.

In 2019, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), as a fact-finding entity for contraventions in the areas falling under its competence, identified 67 such cases. The contravention cases were started by ANRCETI in relation to 44 legal entities, 21 natural persons and 2 persons holding liability positions.

The National Regulatory Agency for Regulation in Electronic Communications and Information Technology (ANRCETI) registered and examined 182 petitions from users of electronic communications and postal services, which is a decrease by about 32% compared to 2018, shows the Report on Petitions examined by ANRCETI during 2019.

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announces for Wednesday, January 22, 2020, 10.00 am the public meeting to discuss and approve the draft Board Decision on the Program for Regulatory Acts Development for 2020. (hereinafter – the Program) and the draft Board Decision on modifications to the Procedure of Technical Resources Management, approved by ANRCETI Board Decision no. 27 of 21.09.2010, with subsequent amendments (hereinafter – the Procedure). The meeting will take place at ANRCETI office (134 Stefan cel Mare bd., 5th floor, Conference Room).

In the timeframe July - September 2019, the total volume of revenues from the electronic communications services (mobile voice, mobile broadband, fixed voice, fixed broadband, audiovisual broadcasting, other activities in the field of electronic communications) decreased, compared to the third quarter of 2018, by 2.1% and equaled 1 billion 582.3 million lei.
