The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published on its official website the ANRCETI Administrative Board Decision no. 11 of 30.06.2016 which amends ANRCETI Program of Regulatory Documents Development for 2016. This Document was previously approved by Administrative Board Decision no. 74 of 29/12/2015. Following the amendments, the number of regulatory acts planned for development by the end of 2016 increased almost twice, reaching the total of 26.
That program was reviewed by ANRCETI for the purpose of reviewing, updating and including a number of regulatory documents required for the implementation of the Law on access to the properties and shared use of infrastructure associated to public electronic communications networks, no. 28 of 03.10.2016 (hereinafter - Law no.28/2016) and the Law on Postal Communications, no. 36 of 03.17.2016 (hereinafter - Law no.36/2016). Both Laws provide for additional regulatory powers for ANRCETI.
The amendments provide for the development and approval 13 new regulatory acts, intended to ensure the implementation of the provisions of Laws No.28/2016 and No.36/2016. Those acts will be approved by ANRCETI in the second half of the year.
The program also provides for a new market analysis round – for Market 3 – for voice call termination on individual public telephone networks and Market 7 – for voice call termination on individual mobile networks, in order to establish preventive remedies for the regulation of these markets.
The document was developed and approved for the purpose of ensuring transparency in the process of drafting regulatory acts, which enables stakeholders to have access to information of public by involving them in the decision-making process. The program was under public consultations by means of ANRCETI official website and adopted by the Board in a public session on June 30th.
Under the new provisions of the Programme, ANRCETI amended its Plan of Activity for 2016. The document is available on ANRCETI website.
