National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) is announcing a public session to adopt four decisions with regards to number portability implementation: Procedure for organizing and conducting tender to select centralized data base administrator for number portability implementation in the Republic of Moldova (doc. in state language), Terms of Reference for the Tender (doc. in state language), The Announcement about the Tender (doc. in state language), and the Administrative Board Decision with regards to establishing the Tender Commission (doc. in state language). The session is scheduled for Tuesday, June 5, 2012, at 14.00, ANRCETI office (134, Stefan cel Mare, bd. 5th floor, Office 501).

All the documents have been developed by the Agency pursuant to the provisions of the legislation in force and the Program for number portability implementation in the Republic of Moldova for 2011 – 2013, approved by Order no. 52 of 30.06.2011 of the Ministry of Information Technology and Communications (MTIC). The given documents have been discussed during a number of sessions of the working group for number portability implementation, its membership consisting of ANRCETI specialists and providers of fixed/mobile networks and services.

The first draft document establishes the general principles, terms and conditions for the tender to select the entity for the organization, operation, administration and maintenance of the centralized data base for number portability in the Republic of Moldova, will coordinate and supervise the coordinating process on a centralized basis. According to the Explanatory Note (doc. in state language) to the draft document, it will serve as a tool for the tender.

The draft document was subject to public consultations on the Agency Internet page on November 23 – December 8, 2011. Companies JSC „Moldtelecom” and JSC „Moldcell” provided their proposals, which were included in the synthesis (doc. in state language) of recommendations, available on the Agency Internet page.

The second draft document sets forth the requirements for the application to participate in the tender and the bids, the eligibility criteria and the manner of estimating candidates’ qualifications data, criteria to evaluate the bids (minimum technical requirements to the technical concept of the centralized data base and the technical center to host it), the methods of bid evaluation and the grid of scores.

The given draft document was to public consultations on the Agency Internet page on March 7 – 21, 2012. The Explanatory Note (doc. in state language) to the documents specifies that during the consultations, the agency received 24 recommendations from JSC „Moldtelecom”, JSC „Moldcell” and JSC „Accent Electronic”, of which 15 were accepted. The reason for rejection of several recommendations is provided in the synthesis (doc. in state language) of recommendations, available on the Agency Internet page.

The third draft document provides for the content of the announcement, the date of its publication and the sources where it is going to be published.

The forth document provides for the establishment of Tender Commission for the selection of centralized data base administrator and designation of the commission Secretary, in charge of conducting the tender and nomination of the bid.
