National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

During 2016, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) conducted public consultations on 30 draft Administrative Board Decisions with major impact on the electronic communications and postal communications markets, as well as Decisions addressing the access on the properties and shared use of infrastructure associated with public electronic communications networks and, in public meetings, approved 26 decisions. These data are presented in the Report on Transparency in Decision-Making Process of ANRCETI in 2016, published on its official website.

The authors of the Report specify that ANRCETI organized 35 consultative meetings, debates and public sessions to discuss the draft decisions undergoing public consultation procedure. All public consultations, debates and meetings of the Administrative Board were announced on ANRCETI official website by means of informative materials, which included general information about the content of the drafts, information on accompanying documents and summaries of recommendations submitted by stakeholders.

During public consultation, ANRCETI received 367 recommendations on the proposed draft decisions from providers of electronic communications and postal services, other stakeholders. 246 of the total number of recommendations were qualified by ANRCETI as well-founded and were taken into consideration for amending and improving the decisions.

The Report was prepared in accordance with the Law on transparency in decision making no. 239-XVI of 03.11.2008, Government Decision no. 967 of 09.08.2016 on the mechanism of public consultation with civil society in the decision making process and the Rules of development, approval of documents of normative individual and recommended nature, and ensuring the transparency in ANRCETI decision making process, approved by Administrative Board Decisions no.12 of 09.04.2010. ANRCETI has prepared and published annual reports on decision-making transparency on its official website www.anrceti.md since 2009.
