National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

In the timeframe November 15 - 19, Nicholas Higham, consultant of the technical assistance project „Communications Regulatory Development”, offered to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) by EBRD will be visiting the regulator to review draft amendments to the Law on Electronic Communications.

The document was developed by project consultants and submitted to the Agency, as a first version, in July 2010. During his current visit to Chisinau, the guest will have discussions with the decision-making officials of the ANRCETI and the Ministry of Information and Communications Technologies. The draft amendments to the Law on Electronic Communications were developed in order to bring it in line with the amendments to EU electronic communications directives operated in 2009.

During the visit Nicholas Higham will conduct a workshop for ANRCETI staff focused on issues related to the general authorization regime in electronic communications.

The project „Communications Regulatory Development” is implemented by the consulting company Great Village International Consultants (GVIC) from Canada, financially supported by the European Bank for Reconstruction and Development. It was launched in October 2009 and aims to provide assistance in implementing the Law on Electronic Communications and harmonizing the national regulatory practices and standards with EU norms. The project is estimated at 898,300 euros and will last for two years.

The next phase of the project is scheduled for November 22 – 26, 2010.
