National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

Telecommunications Company „Mediafon” UAB from Lithuania was nominated as winner of the Tender for selection of the centralized data base administrator for the implementation of number portability in the Republic of Moldova. This decision was taken early this week, unanimously, by the members of the Tender Commission, created by ANRCETI.

The Commission comprises specialists from ANRCETI, Ministry of Information Technology and Communication, representatives of mobile and fixed providers and an international number portability expert. The Commission verified the compliance of candidates with eligibility conditions, pre-selected them and evaluated the bids in accordance with the evaluation criteria and the score grid established in the Terms of Reference. The Tender Commission members qualified the bid of „Mediafon” UAB as the best among the ones submitted and conferred the highest score. The Tender took place in the timeframe August 6 – 13, 2012. Previously, ANRCETI received three applications for participation in the Tender.

According to the Procedure for organizing and conducting the Tender to select the centralized data base Administrator, ANRCETI Administrative Board, following the Tender Commission decision, issued the Board Decision, designating company „Mediafon” UAB as winner of the Tender. Next, ANRCETI and „Mediafon” UAB will negotiate and sign, within 30 days, the Agreement on development, operation, administration and maintenance of the centralized data base, compiled according to the winning bid.  

According to the Terms of Reference, after the Agreement is signed, the winner of the Tender will develop the technical and commercial conditions for the implementation of number portability, will negotiate and conclude the agreements with fixed and mobile service providers, will ensure the functionality of the centralized data base, the implementation of mobile number portability before April 1, 2013 and fixed number portability – before August 31, 2012.

The CDB is a computer system that collects and stores information on ported numbers and allows the information regarding the process of porting numbers to be exchanged between suppliers. The CDB Administrator’s mission is to organize, manage, operate and maintain the database, to coordinate and monitor the porting numbers process. Number portability is a service designed to enable mobile telephony users to retain their telephone numbers when switching telephone service providers.

„Mediafon" UAB is a private capital telecom company, with headquartered in Vilnius, Lithuania. She has operated in the country since 1998 and for the past 12 years is active on the telecommunications markets in many countries of the world. Currently, the company manages the process of telephone number portability in Azerbaijan and Georgia.
