ANOUNCEMENT
On organizing and conducting a Tender to select the centralized data base administrator
for telephone number portability implementation in the Republic of Moldova

1.    The National Regulatory Agency for Electronic Communications and Information Technology, hereinafter ANRCETI, pursuant to the Law on Electronic Communications no.241-XVI of November 15, 2007 (Official Gazette of the Republic of Moldova, 2008, no. 51-54, Art. 155), for the realization of the Program for number Portability Implementation in the Republic of Moldova, approved by Order of the Ministry of Information Technology and Communications no. 52 of 30.06.2011, (Official Gazette of the Republic of Moldova, 2011, no. 118-121, Art. 918) is hereby announcing a Tender to select the centralized data base administrator for the implementation and realization of telephone number portability in the Republic of Moldova.

2.    The objective of the Tender is the organization, operation, administration and maintenance of the centralized data base for the implementation of number portability in the Republic of Moldova, coordination and supervision of the number porting process on a centralized basis. 

3.    The centralized data base administrator shall be selected in an open, international Tender, by applying the comparative selection procedure, following the evaluation of the criteria set in the Terms of Reference for the Tender to select the centralized data base administrator for the implementation and realization of telephone number portability in the Republic of Moldova approved by ANRCETI Administrative Board Decision no. 15 of 05.06.2012, hereinafter Terms of Reference. 

4.    The candidates/participants shall have the obligation to comply and prove their fulfillment of all the criteria and requirements applicable to candidates/participants, in accordance with the requirements of the Terms of Reference and other Tender documents.   

5.    The Tender shall take place pursuant to the Procedure for organizing and conducting the Tender to select a centralized data base administrator for the implementation and realization of telephone number portability in the Republic of Moldova, approved by ANRCETI Administrative Board Decision no. 13 of 05.06.2012, hereinafter Tender Procedure.

6.    Legal persons from the Republic of Moldova, legal persons from abroad, civil societies/associations of legal persons from the Republic of Moldova and/or abroad are invited to submit applications and bids.

7.    The Terms of Reference, the Tender Procedure, the Regulations on Number Portability and other documents pertaining to number portability implementation in the Republic of Moldova are available on ANRCETI Internet page www.anrceti.md.

8.    The Tender will take place at ANRCETI office: 134 Stefan cel Mare bd., MD 2012, Chisinau municipality, Republic of Moldova.

9.    The timeframe for submitting applications: 15.06.2012 – 30.07.2012. The deadline for submitting applications and bids: 30.07.2012, at 16.00 (Chisinau time).

10.    The Tender will take place in the timeframe 06.08.2012 – 20.08.2012. The Tender will be opened at 10.00 (Chisinau time), on 06.08.2012.

11.    In order to participate in the Tender, potential candidates are required to forward the Tender application, together with the bid, prepared under the conditions laid down in Terms of Reference and Tender Procedure, to ANRCETI Office.

12.    The Tender application and the bid shall be in Romanian, (one copy), in English (one copy) and two more copies (Romanian and English), scanned on a compact disk (PDF format). In case of contradictions between the versions, the Romanian version shall prevail.

13.    The Tender participation fee shall be 20 000 Euro. The Tender participation guarantee shall be 200 000 Euro.

14.    The Tender participation fee and guarantee shall be transferred to ANRCETI accounts, as follows:

1) for economic entities from the Republic of Moldova:

15.    The Tender shall be conducted in Romanian.
