In the timeframe September 6 - 10, 2010, in Chisinau, a team of international experts from the EBRD technical assistance project offered to ANRCETI (www.anrceti.md) conducted several workshops focused on current issues for ANRCETI staff and representatives of several telecommunications companies of Moldova.
The workshops were supported by David Rogerson and Matt Halfmann, representatives of the consulting company „Great Village International Consultants” (GVIC) from Canada. The sessions, attended by representatives of companies „Moldtelecom”, „Orange Moldova” and „Moldcell” were focused on issues of costs modeling for interconnection services and the implementation of the separate accounting. These and other issues, such as drafts market analysis undertaken by ANRCETI, were subject to joint discussions.
Currently, the Agency is conducting detailed analysis of six relevant markets to determine whether one or more providers have significant power (SMP). The Agency is to establish special ex-ante obligations for the SMP providers in order to develop competition on these markets. By the end of the year, the Agency intends to complete the analysis of at least another four electronic communications markets to determine their relevance for ex-ante regulation.
The technical assistance project „Communications Regulation Development” is intended for two years and will be over in October 2011. Its purpose is to offer assistance to ANRCETI in the implementation of the Law on Electronic Communications and adjustment of national regulatory practices to EU standards and norms.
The following stage of the technical assistance program is scheduled for September 27 – 30, 2010.
