On February 24, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) placed on its official website www. anrceti.md, for public consultations, draft Administrative Board Decision on approval of statistical form regarding filtering service for Internet content with negative impact on children, offered by providers of publicly available electronic communications networks and/or services (hereinafter - the draft Decision). The consultation will last till March 17, 2021, this being the deadline for submitting proposals on the document.
The draft Decision was developed in order to ensure a coordinated approach to the process of research and formation of current statistics for the online safety of children and teens and to regulate the activity in the field of electronic communications, as well as to ensure the implementation of the Action Plan on promotion of Internet safety of children and teens for years 2017-2020, approved by Government Decision no. 212 of April 5, 2017.
The Explanatory Note to the document states that, by means of this regulation, ANRCETI intends to make available to suppliers the statistical form, as well as the Instructions on how to fill in the form, which will include data on:
service provider;
type of service;
number of individual subscribers/customers who benefit from the Internet content filtering service;
the number of requests regarding the connection to the service by quarters/annually;
products/applications used/ available.
Additionally, in order to fulfill the obligations established in Art. 5 paragraph (8) of the Law on Children Protection Against Negative Impact of Information no. 30/2013, with subsequent amendments, providers of electronic communications networks and/or services accessible to the public have the obligation to submit information on a compartment created in the main menu of the official website, with Internet safety information, which includes guides and other useful information, in particular on: the number of inquiries from subscribers on incidents in online environment, with or without the involvement of minors; the number of petitions regarding the operation of the service or regarding reporting cases of inappropriate content for minors.
