National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

Statistical data on the evolution of the fixed voice market in 2021, aggregated by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), show that the market value decreased, compared to 2020, by 12% and equaled 333.9 million lei. The decrease was due to the drop in the number of subscribers and the voice traffic in the fixed voice networks. In one year, the number of subscribers reduced by 2.7% and was estimated at over 1 million, and the total traffic volume reduced by 15.3% and reached 972 million minutes.

According to the data presented to ANRCETI by the active fixed voice providers, the number of subscribers decreased because of the reduction of the subscriber base of both Moldtelecom JSC - by 2.9%, totaling about 894 thousand, and of the alternative providers - by 1.1%, making up 106.5 thousand. As a result of this evolution, the penetration rate of fixed voice services, per 100 population, decreased compared to 2021, by 0.4 percentage points and equaled 38.5%.

The decrease in the total volume of voice traffic in fixed voice networks was caused by the reduction of all types of traffic. The traffic to international networks decreased by 33.4%, the traffic to other fixed networks - by 15%, and the traffic to mobile networks - by 3.9%. In 2021, the average monthly traffic from one access line was equal to 2.2 hours, which is 20 minutes down than the average value in 2020, and the average duration of a call was 2.6 minutes.

The average monthly revenue per subscriber (ARPU) decreased by 8.4% and was 27.5 lei. JSC Moldtelecom reported ARPU of 28.7 lei (down by 8.8%), and alternative providers - ARPU of 17.4 lei (down by 2.6%). At the end of 2021, the market share of JSC Moldtelecom, according to revenues, was estimated at 93.3%.
