National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

Statistical data submitted to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) by mobile communications providers show that in 2021, the total number of users of mobile voice services increased, compared to 2020, by about 598 thousand (14.6%) and reached 4.7 million. The subscriber base of Orange Moldova increased by 6.6% and amounted to over 2.4 million, the number of Moldcell users increased by 22.6% and amounted to over 1.6 million, and the number of Moldtelecom-Unite users increased by 30.4% and totaled 599.4 thousand. The penetration rate of these services increased by 20.6 percentage points and reached 150.2%.

The analysis of voice traffic generated by users during the reporting period shows that they preferred to talk more on other mobile networks. Thus, the volume of traffic generated to other mobile networks increased by 18.4% and reached 1 billion 647.7 million minutes, the volume of traffic generated to fixed networks increased by 0.4% and reached 278.2 million minutes, and calls to their own networks decreased by 3.7% and totaled 4 billion 631.4 million minutes. The total volume of traffic generated in mobile networks increased by 0.8% and was estimated at 6 billion 681.8 million minutes.

The average monthly traffic (MoU) generated by an active user in 2021 decreased by 4.3% to 296 minutes, and the average duration of a call was 1.97 minutes. An Orange Moldova user consumed on average 335 minutes, a customer served by Moldtelecom - 315 minutes, and a customer served by Moldcell - 226 minutes.

The volume of revenues obtained by providers, in 2021, decreased by 0.9% and reached 2 billion 889 million lei. The average monthly revenue per active user of mobile voice (ARPU) decreased, compared to 2020, by 6.1% and reached 66.4 lei. Orange Moldova reported ARPU of 73.4 lei, Moldtelecom - of 59.8 lei, and Moldcell - of 56.4 lei.

The market shares of the three mobile voice providers, by turnover, were the following: Orange Moldova - 63.5%, Moldcell - 28.8% and Moldtelecom - 7.7%.
