Today, December 02, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published on its official website www.anrceti.md , for public consultation, the draft Administrative Board Decision on Approving the Program for Regulatory Acts Elaboration by ANRCETI for 2023 (hereinafter – the Program). The consultation will last through December 23, 2022, which is the deadline for submitting proposals on this document.
The draft Program was developed in accordance with the provisions of the Regulations on Public Consultation Procedures with Civil Society in the Decision-Making Process, approved by Government Decision no. 967 of 09.08.2016 and aims to ensure transparency in the process of drafting and approving ANRCETI decisions.
The program includes 17 draft normative acts, which are intended to develop and update the electronic communications and postal communications regulatory frameworks, according to the provisions of Electronic Communications Law no. 241/2007 and Postal Communications Law no. 36/2016.
In the Informative Note to the document, it is mentioned that by means of this document, ANRCETI is planning to revise, in 2023, the decision on general authorization and licensing regime in electronic communications, the decision on setting the categories of radio frequencies, the use of which is allowed without a license or technical permit, to establish ex ante regulatory measures for the market for voice call termination in individual fixed networks (Market 3- round 6), as well as voice call termination in mobile networks (Market 7-round 6). It is also envisaged to draw up the documents for auctioning licenses for the use of frequencies and radio channels in the 2100 MHz frequency band, for the provision of terrestrial cell mobile electronic communications networks and/or services, etc.
