National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announces, on the official website www.anrceti.md, public consultation of draft Administrative Board Decisions amending two previous Decisions: 1) Decision no. . 24/2016 on approving the Methodology for production costs allocation for reserved and unreserved postal services and 2) Decision no. 25/2016 on approving the Methodology for establishing tariffs for postal services included in the universal postal service. The public consultation will last through November 5, which is the deadline for submitting recommendations on the document.

The modification of these decisions was imposed by the modifications operated to the Law on Postal Communications no. 36/2016, by Law no. 41/2020.

The Information Note to the draft decision states that, according to the changes made, the Methodology for production costs allocation for reserved and non-reserved postal services will be renamed the Methodology for allocating production costs for services within and outside the scope of the universal postal service.

At the same time, changes were made to the reporting form, applied by the State enterprise "Posta Moldovei" to report information on the distribution of costs, revenues and capital employed, by excluding the division of costs, revenues and capital employed as per reserved and non-reserved services. Thus, following the approval of this document, “Posta Moldovei” will present the reports separately only for services within the scope of the universal postal service and for services outside the scope of universal service, as well as for other postal services.
