The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announces public meeting for examination and approval of draft Board Decisions on ex-ante regulation of the markets for voice call termination in individual fixed and mobile networks (Market 3 and Market 7). The public meeting will take place on Friday, July 17, at 14.00, online, by means of Zoom application.
The draft analyzes of Market 3 and Market 7 and the draft Board Decisions regarding the preventive regulation measures of these markets were publicly consulted on ANRCETI official website, in the timeframe June 3 - 21, 2020, with subsequent additional meetings for clarification of stakeholders’ opinions, while the comments received by ANRCETI have been provided in the summary of recommendations.
According to the Informative Note no. 1, following the analysis performed, ANRCETI concluded that Market 3 remains susceptible to preventive regulation and all existing fixed telephony network providers currently have significant power on the market for voice call termination in their own fixed voice networks and are to be designated by the Board as providers with significant power (SMP) on this market. As a result, ANRCETI considers it necessary to maintain the special ex-ante obligations previously imposed on SMP providers on Market 3, and to impose special ex-ante obligations on the new alternative providers entering the market.
According to the informative note no. 2, Market 7 remains susceptible to preventive regulation and all existing mobile network providers currently have significant power in the market for voice call termination in their own mobile networks and are to be designated by the Board as SMP providers. At the same time, ANRCETI considers it necessary to maintain the special ex-ante obligations previously imposed on SMP providers on Market 7, with changes to the maximum price for the service of call termination in mobile networks, set out in the annexes to draft decisions.
