ANRCETI APPROVED RATES FOR POSTAL SERVICES INCLUDED IN UNIVERSAL POSTAL SERVICE
The administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) approved, during the public meeting on March 11, 2024, the rates for postal services within the Universal Postal Service (UPS) provided by "Posta Moldovei" State Enterprise, which is designated under the Law on Postal Communications no. 36/2016 as the Universal Postal Service provider, being part of the international Universal Postal Services network.
The rates for services within the UPS sphere, including domestic and international postal shipments, were calculated by "Posta Moldovei" State Enterprise, according to the Methodology of Rates Determination, approved by ANRCETI Board Decision no. 25/2016.
These rates were developed based on financial and accounting data from 2022, collected through separate accounting records for the given services, audited by an external audit company, which confirmed the absence of deficiencies that would distort the situation from the reports/information prepared by "Posta Moldovei" State Enterprise.
A detailed analysis of reports on cost, revenue, and capital employed for 2022 revealed that the revenues generated by "Posta Moldovei" State Enterprise do not cover the expenses incurred for providing services within the UPS sphere. Such a situation requires rate adjustments to ensure the continuity of Universal Postal Services provision.
It is worth mentioning that the majority of consumers of these services are legal entities, as the population largely migrates to alternative communication solutions offered by modern technologies, resulting in a continuous decrease in service usage as a consequence of adopting digital communication solutions.
The approved rates will come into effect within 30 days after notification provided to "Posta Moldovei" State Enterprise. The approved rates apply across the entire territory of the Republic of Moldova.
