National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), announces public consultation starting July 10, 2020, of 5 draft Board decisions

1) draft decision for approval of the procedure of organizing and conducting the auction for the award of licenses for the use of radio frequencies/channels in the provision of publicly available electronic communications networks and services, in digital terrestrial television system;

2) draft decision for approval of Terms of Reference (Specifications) for the auction for the award of licenses for the use of radio frequencies/channels in [470-694 MHz] frequency band for the provision of publicly available electronic communications networks with regional coverage and services, in digital terrestrial television system;

3) draft decision for approval of special license conditions for the use of radio frequencies/channels in [470-694 MHz] frequency band for the provision of networks with regional coverage and publicly available electronic communications services, in digital terrestrial television system;

4) draft decision for approval of the Terms of Reference (Specifications) for the auction for the award of licenses for the use of radio frequencies/channels in [174-230 MHz] frequency band for the provision of publicly available electronic communications network and services, in digital terrestrial television system;

5) draft decision for approval of the special license conditions for the use of radio frequencies/channels in [174-230 MHz] frequency band for the provision of publicly available electronic communications network and services, in digital terrestrial television system. (see website www.anrceti.md)

The public consultation will last from July 10 to July 31 2020 inclusively, this being the deadline for submitting recommendations on the mentioned projects.

The draft documents under public consultations were developed in accordance with the Law on Electronic Communications no. 241/2007, in order to accomplish the objectives of the Program for Transition from Analog Terrestrial to Digital Terrestrial Television, approved by Government Decision no. 240 of May 8, 2015 (Official Gazette of the Republic of Moldova, 2015, no. 139-143, art. 352) with subsequent amendments, taking into account the provisions of the Government Decision no. 78/2020 on the implementation of actions to complete the transition process to digital terrestrial television (Official Gazette of the Republic of Moldova, 2020, no. 44-54, art. 111), as well as the information included in the letter of the Ministry of Economy and Infrastructure no. 09-1473 from 28.02.2020.

The draft ANRCETI Board Decisions have been developed for the future auction for the award of licenses for the use of radio frequencies in [470-694 MHz] frequency band, for the provision of publicly available electronic communications networks with regional coverage and services, in digital terrestrial system. television, and for the award of a license to use 6 metric radio channels of 7 MHz each in the [174-230 MHz] Very High Frequency (VHF) band, to be used for the provision in the Republic of Moldova, of the publicly available electronic communications network with national coverage (MuxC) and services, in digital terrestrial television system.
