Public consultations of the Regulations on Provision of National Roaming Services in Mobile Terrestrial Networks

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its web page, for public consultations, the draft (doc. in state language) Administrative Board Decision on approving the Regulations on Provision of National Roaming Services in Mobile Terrestrial Networks. The deadline for recommendations on draft Decision is 13.06.2011.

The draft decision was developed by ANRCETI under Article 47. (2). f) of the Electronic Communications Act No. 241-XVI of 15.11.2007 and aims to provide the users with access to public mobile terrestrial services on the entire territory of the Republic of Moldova where the service provider of a given user has no complete geographic coverage (blank areas).

The document mainly provides for:
1. General rules and conditions for the provision of national roaming services between providers of public terrestrial mobile networks and services;
2. Norms and principles for application of tariffs, which can be collected by mobile telephone providers for the provision of national roaming services for voice service originated and terminated inside the Republic of Moldova and are applied both for wholesale tariffs applied between network providers and retail tariffs collected by providers form users;
3. Norms and principles aimed at increasing price transparency and provide better information on the tariffs collected from users of national roaming services.

According to the Explanatory Note and the Analysis (docs in state language) of the Regulatory Impact, supplementing the document, the approval of the Regulations on Provision of National Roaming Services in Mobile Terrestrial Networks will lead to the reduction of structural barriers to the development of effective competition, of costs thus contributing to the development of information society, of public electronic communications networks and services, for the benefit of users, national economy and society in general. The regulation meets the public interest, by creating a level playing field for market participants and end users.

ANRCETI notes that the development of the Regulations on Provision of National Roaming Services in Mobile Terrestrial Networks is based on market requirements, provides the greatest benefits and does not represent any disproportionate impact on a category of users or entrepreneurs.
