The total volume of numbering resources ANRCETI assigned in 2011 to providers of electronic communications networks and services exceeded 932,7 thousand, an increase by more than 160% over 2010. This increase occurred due to the growing demand for numbering resources for fixed and mobile telephone services, Premium rate numbers and numbers independent of location.
The demand of public mobile network providers increased from 300 thousand numbers, in 2010, to 850 thousand, in 2011, or 2,5 times. 500 thousand numbers (number blocks „605xxxxx - 609xxxxx”, where x = 0…9) were assigned to JSC „Orange Moldova”, 200 thousand (number blocks „785xxxxx - 787xxxxx”) – to JSC „Moldcell” and 150 thousand (number blocks „674xxxxx - 675xxxxx”) – to JSC „Moldtelecom” operating under the brand name “Unite”.
The volume of numbering resources assigned to providers of public fixed networks increased by over 131%: from 57 thousand, in 2010, to 131,5 thousand, in 2011. 34,1 thousand numbers were assigned to JSC „Moldtelecom”, 97,4 thousand – to alternative operators. This increase is mainly explained by a higher demand for numbering resources for alternative operators, offering triple-play services (Internet, TV and telephony). They were assigned over more than 40 thousand numbers only for Chisinau and Balti municipalities.
Since August 2011, the Agency has assigned, for the first time, 17 thousand of numbers independent of location (from „30xxxxxx” and „38xxxxxx” number blocks) to be used for the provision of VoIP services. This telephony type offers the possibility to make phone calls, at fixed and mobile terminal locations, from/to the Internet network, on basis of packet-switched technologies based on H.323, SIP IP signaling protocols (Session Initiation Protocol) etc.
During the reporting timeframe, the Agency also assigned 25,5 thousand Premium Rate telephone numbers and 200 Free Phone numbers.
According to the National Numbering Plan (PNN), the Premium rate numbers (from number blocks „0900xxxxx”, „0905xxxxx” and „0906xxxxx”) are intended for content services, such as: entertainment, games and contests, televoting, general information, business, marketing etc., whereas the Free Phone numbers (from „0800xxxxx” number block) – to directory and consultancy services.
The NNP is the document which establishes the structure, format and destination of the numbering resources used in the Republic of Moldova for the provision of electronic communications services via public electronic communications networks. ANRCETI is entitled to do the numbering resource management and to assign them, upon request and based on licenses, to providers who further use them for their own needs or re-assign them to other persons authorized to provide public services.
