ANRCETI approved regulatory and monitoring fee for 2011

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technologies (ANRCETI – www.anrceti.md), established, in one of its Decisions, the quantum of the regulatory and monitoring fee for 2011 as 0,2% of the revenue generated from the activity in electronic communications by providers of electronic communications networks and services. The Decision was published today, October 29, 2010, in the official Gazette of the Republic of Moldova. The regulatory and monitoring fee shall be paid by providers starting with January 1, 2011.

The Board approved the Decision pursuant to the Law on Electronic Communications which provides that the quantum of the regulatory and monitoring fee for every year shall be established by ANRCETI at a level sufficient to cover all the necessary costs incurred by the regulator for its sustainable activity. According to the Law, the amount is set in correlation with the revenues generated by activities in electronic communications sector, the cap being 0,3% of the estimated revenues. The Agency’s estimations expect the revenues to exceed the ones of 2010 by about 6,7 billion lei, i.e. by 10 %.

The payments are made by the providers pursuant to the Instruction on Regulatory and Monitoring Fee, approved by ANRCETI Administrative Board Decision no. 17 of 02.06.2010.

According to ANRCETI estimations, the established quantum of the regulatory and monitoring fee will be sufficient to ensure the financial independence of the regulator and to sustain the costs incurred in exercising its duties, as required by the legislation in force. The preliminary plan of the regulator’s activity for 2011 provides for a number of complex actions pertaining to the implementation of number portability, universal service and access to associated infrastructure, to further ensuring the transparency of decision-making process, extension of the number of regulator-provider consultations, organization of seminars and workshops in office and in the field, for providers, as well as organizing an international seminar in Chisinau. In order to improve its performance ANRCETI intends to invite international experts in electronic communications.

In 2010, the quantum of regulatory and monitoring fee is 0,17% of the revenues generated from activities in electronic communications performed by authorized providers.
