National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) informs radio amateurs, intending to travel abroad and use personal radio stations in their destination country, that they need to obtain CEPT or CEPT Novice technical permits, authorising them to use such stations abroad. The CEPT/CEPT Novice technical permits are issued free of charge by ANRCETI, within maximum 30 days from the date of the written application.

According to CEPT (European Conference of Postal and Telecommunications Administrations), there are two categories of radio amateurs: beginners („novice”) and advanced. The radio amateur technical permits of categories A and B, used in the Republic of Moldova, are equivalent with the CEPT technical permit, while the technical permit of category C is equivalent to the CEPT Novice technical permit. The CEPT and CEPT Novice technical permits are issued to any holder of a radio amateur certificate, issued in the Republic of Moldova or any resident of the Republic of Moldova holder of a CEPT HAREC certificate, issued abroad, according to CEPT requirements.

These technical permits authorize their holders to use, for a short period of time, their personal radio amateur stations in CEPT member countries (currently 42 members countries). Upon using the radio amateur station, the permit holder is liable to comply with both international regulations and standards and relevant recommendations in the visited country.

CEPT / CEPT Novice technical permits are issued for a three-year term. In June 2015, ANRCETI issued the first two CEPT technical permits. Currently, over 200 radio amateurs in Moldova hold technical permits for the use of personal radio stations.

The technical permit is a document issued by ANRCETI, which attests right of use of one or more radio stations on the assigned frequencies/channels, in compliance with relevant technical parameters. ANRCETI issues technical permits for terrestrial mobile, stationary and radio amateur stations. Radio amateur stations are used for self-education, intercommunications and technical investigations performed by amateurs - legally authorized persons, interested in radio communications, for personal reasons and with no pecuniary interest.
