The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) issued to JSC "Orange Moldova", at their request, a license for the use of radio frequencies/channels in 900 MHz and 1800 MHz bands for the provision of public electronic communications cell mobile GSM networks and services, for a period of 20 months (07/3/2013 - 05/11/2014). The license was handed in today, February 28, to the Director General of the company, Ludmila Climoc, by ANRCETI Director, Sergiu Sitnic.
The Decisions on the approval (doc. in state language) of license conditions and on license issuance (doc. in state language) were taken on February 26 and 27. ANRCETI issued the temporary license given that the validity of the current license for the provision of cell mobile GSM services, held by "Orange Moldova" since 1998, expires on March 7. In line with the Program (doc. in state language) for Radio Spectrum Management for 2013 - 2020, approved by Government Decree No. 116 of 11.02.2013, ANRCETI issued the new license for a 20-month timeframe, so as to synchronize with the expiry date of the license held by company "Moldcell" (November 5, 2014).
The synchronization action was taken to ensure a level playing field for providers in this market, to consolidate the 900 MHz radio frequency band and create the necessary conditions for the implementation of technological neutrality. According to the Program this year ANRCETI will develop and approve, based on the principle of technological neutrality, the new conditions of the license for the use of radio frequencies/channels in 800 MHz, 900 MHz and 1800 MHz bands for cell mobile electronic communications networks, then, in 2014, after the expiry the licenses held by JSC "Orange" and JSC "Moldcell", grant such licenses on a competitive basis.
JSC "Orange-Moldova" received the license after paying the license fee, 1,786 million euro (MDL equivalent), to the state budget, a fee set by Program for Radio Spectrum Management for 2013. The license authorizes company "Orange Moldova" to use spectrum resources in the frequency bands 900 MHz and 1800 MHz, in the amount held at the end of the license expiry, solely for the provision of public electronic communications cell mobile GSM (2G) services in the timeframe 03.07.2013 - 05.11.2014.
According to the special license conditions, "Orange Moldova" is required to ensure the provision of the minimum set of 2G services: essential services, according to GSM Association PRD SE.03 (Permanent Reference Document Classification of Services, version 3.10.0, October 2000), in compliance with the recommendations and standards applicable to terrestrial radio access technologies, legislative acts, regulations and technical standards in force. "Orange Moldova" must also provide GSM signal coverage for the entire Moldova's territory and population, 99.5% and 99.7%.
