This week, the administration of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) and the experts from the international consulting company Great Village International Consultants (GVIC), responsible for the implementation of the technical assistance project, offered to ANRCETI by the European Bank for Reconstruction and Development (EBRD), are going to assess the results obtained in the first year of the project.
The assessment will be done by an expert team headed by William Burnfield, project manager, during a working visit to Chisinau on September 27-30.
The technical assistance project „Communications Regulation Development” was launched in early October 2009. Its purpose is to offer assistance to ANRCETI in the implementation of the Law on Electronic Communications and adjustment of national regulatory practices to EU standards and norms. It is scheduled to last until October 2011.
According to the agenda, on Monday and Tuesday the parties will review the stages of the project, the results accomplished during the first year, plans and schedules for the following 12 months, as well as the training program for specialists from ANRCETI and domestic telecommunications companies for the coming timeframe. Legal aspects of number portability, universal service, identification of relevant markets and SMP will also be a subject of discussions during the assessment mission.
On Wednesday and Thursday, the GVIC experts will organize a workshop for the management team of the Agency to discuss issues related to planning regulatory processes, setting priorities, streamlining decision-making process as well as the development of a medium-term regulatory strategy for the domestic electronic communications market.
The “Communications Regulatory Development” project is the second technical assistance project offered to ANRCETI. The first project was offered to the Agency at the beginning of its existence – in 2000 - 2002, by USAID.
