ANRCETI published quality parameters measured by electronic communications services in first qr of 2014

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published today, on its official website www.anrceti.md, information on quality parameters (page in state language) for electronic communications services, measured by providers in the first quarter of 2014. This information was submitted to ANRCETI by the 101 active electronic communications service providers, of which 22 also made these data available on their Web pages.

The information contains the values of the parameters, as recommended by ANRCETI for different types of services and the values measured during the mentioned period of time. Making these data available is part of the Campaign to inform consumers (page in state language) of electronic communications services, held by ANRCETI this year, aimed make them aware of the quality of the services they use or intend to purchase.

According to an ANRCETI report (doc. in state language) on the results of monitoring the quality parameters measured in the first quarter of 2014, some fixed broadband providers admitted of deviations from the values recommended by the regulator, as to the term of the service connection and removal of network derangements. These providers exceeded the 14 day-term to connect subscribers to broadband Internet and failed to fit into the maximum 24 to 48 hours, recommended by ANRCETI, to remove network derangements.

The report also shows that in this timeframe, two mobile providers failed to comply to the recommended values for the call response time for operator services, the calls were taken in maximum 30 seconds.

ANRCETI informs that about the start of the sanctioning procedure for more than 30 providers, most of cable television services, for failing to meet their obligations of measuring and reporting QoS parameters.

ANRCETI set the quality parameter values of the above services by its Board Decision no. 278 (doc. in state language) of 17.11.2009. According to this Decision, providers are required to measure the specified parameters quarterly, submit the values to ANRCETI and then publish them on their own Web pages.
