Representatives of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) are taking part, on April 24 - 26, in two regional workshops: one organized by the ITU, in Nakhichevan, Azerbaijan, the other one – by the Eastern Partnership Regulators Network, in Tbilisi, Georgia.
The objective of the ITU Workshop is to strengthen the capacity of countries to produce national statistics and indicators on telecommunications and ICTs, harmonized with international standards. Part of the Agenda is the presentation of the ITU Handbook for collecting statistical data per categories of indicators, the ITU Household Questionnaire and the list of core indicators on access to and use of ICT by households and individuals..
The participants will discuss the main groups of telecommunications/ICT indicators collected by ITU, their definitions and methodological issues, the dissemination and harmonization of ICT data at the international level, as well as the existing mechanisms of national coordination of ICT statistics. Also the participants will have the opportunity to share the experience of their countries in the collection, harmonization and coordination of telecommunications/ICT indicators. The workshop organized by the EaP Regulators Network is the first of the series of workshops for regulators from EaP countries (Armenia, Azerbaijan, Georgia, R. Moldova, Ukraine and Belarus). The workshops are part of the technical assistance project offered to the Network by the European Commission and are delivered by a team of experts from Price Waterhouse Coopers Slovakia, designated by the EC as the project’s implementing agency.
The Agenda of the Workshop comprises issues related to market analysis and application of EU practices in this work. The participants will make an overview of the EU regulatory framework as regards to market analysis, and will discuss, based on case studies, the stages of market analysis, including the enforcement of the special ex-ante obligations imposed on SMO providers and solving the disputes between providers and regulators.
The EaP Regulators Network was founded at the IVth meeting of the EaP electronic communications regulators in September 2012 in Chisinau. Later, at the first Plenary Meeting of the Network (March 2013, Kiev, Ukraine), ANRCETI Director, Sergiu Sitnic was elected Chairman of the Network. The Network’s mission is to ensure regular exchange of information and experience between EaP and EU regulators, harmonization of the national regulatory frameworks of the EaP regulators with the best European practices.
