Expert from Slovenia in a TAIEX Mission for ANRCETI

In the timeframe March 24 - 28, 2014, a group of specialists from the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) are taking part, under TAIEX assistance, in a seminar on monitoring the compliance of providers with the electronic communications regulatory framework and harmonization of certain regulatory aspects with the EU requirements. The TAIEX Mission is funded by the European Commission and conducted by two experts from the regulator of Slovenia – Agency for Communications Networks and Services of the Republic of Slovenia (ACOS).

According to the Agenda of the Mission, the experts and ANRCETI specialists will review issues pertaining to the regulatory framework for electronic communications in Moldova versus EU countries, including Slovenia, regulatory practices applied for relevant markets, particularly the ones regarding of special ex-ante obligations imposed on providers with SMP.

The participants will also discuss a number of important issues concerning the process of monitoring the compliance of SMP providers with the ex-ante obligations imposed, in particular the obligations regarding interconnection agreements, transparency of reference offers for interconnection and access, service quality parameters.

This Mission is the first TAIEX event in 2014 at ANRCETI. By the end of this year, several missions are planned to be organized, focusing on most current regulatory issues.

TAIEX is a technical assistance tool devised to help transpose and implement EU legislation in the beneficiary states. TAIEX provides technical training and counseling of the specialists in the beneficiary countries through the assistance of counterpart experts from EU states.
