ANRCETI PUBLISHED DETAILS ITS ACTIVITY IN 2020 AND PRIORITIES FOR 2021

According to the Report on Activity in 2020 of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), published on the website www.anrceti.md, throughout last year the authority continued to develop the regulatory framework of areas under its competence. The activity was targeted at ensuring optimal conditions for the provision of high-quality broadband electronic communications and postal services, as well as conditions for access to public property and shared use of the infrastructure associated with electronic communications networks. This was achieved by developing and updating regulatory acts in accordance with the relevant policy documents, by promoting competition on the electronic and postal communications market, pursuing to protect the legitimate interests of users of those services.

The report is structured in seven chapters which describe the main actions undertaken by ANRCETI in 2020, the regulatory acts adopted by the authority, their impact on areas of competence, as well as the priorities for 2021.

Among the actions undertaken by ANRCETI are the development and launch of the Mobile Service Coverage Map, the revision of preventive regulatory measures for relevant markets, the development and approval of a number of regulatory acts, etc.

Also, ANRCETI performed verifications to check the providers’ observance of legislative, normative and regulatory provisions of relevant acts in the areas of electronic and postal communications, the veracity and correctness of contractual provisions established between providers and the end users, in order to prevent abusive clauses in contracts signed with service users.

At the same time, the report states that in 2021 ANRCETI will focus its efforts on organizing the competition for the issuance of licenses for the right to use radio spectrum resources in the 450 MHz frequency band, as well as free blocks in the e900 MHz bands and 2600 MHz, which is expected to be organized by June 30, 2021, in accordance with the Radio Spectrum Management Program for the years 2021-2025, approved by Government Decision no. 987/2020.

Also in 2021, ANRCETI aims to establish the categories of radio frequencies the use of which is allowed without a license or technical permit, to amend the Regulation on Electronic Communications Service Provision, the statistical report forms for electronic and postal communications service providers and the Methodology for Allocation of Production Costs to Reserved and Non-reserved Postal Services.
