The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is inviting stakeholders to a public session, scheduled for Thursday, December 1, 2011, at 14.00, to review and adopt the draft (doc. in state language) Regulations on Number Portability. The session will take place at ANRCETI office, 5th floor, Conference Room, (134, Stefan cel Mare).
The draft document was developed by the Agency pursuant to the Law on Electronic Communications and is intended to ensure the end users’ right to free choice of public telephone service providers without having to change their telephone number. Adopting the Regulations is part of the Program (doc. in state language) for Number Portability Implementation in the Republic of Moldova for 2011 – 2013, a document issued by ANRCETI and approved by order of the Ministry of Communications and Information Technology of 30.06.2011.
The project sets out the general principles and main elements of the technical and commercial conditions for the implementation of number portability, the rules for porting numbers and routing calls, the obligations of providers, the status of the centralized database, the method of selecting the database administrator.
According to the draft document, public telephone service providers, licensed to use numbering resources, are required to provide number portability services, regardless of:
- technology used to provide services (PSTN, IP, 2G, 3G, CDMA, etc.);
- type of these services (voice, fax, data, etc.);
- method of payment (prepaid or postpaid);
- absence or lack of a written contract signed between the provider and the subscriber.
The draft document was made publicly available on the Agency website for public consultation between August 18 - September 9, 2011. On September 27, ANRCETI summoned public to discuss the objections and recommendations from stakeholders. The document was discussed additionally during the working sessions held at ANRCETI, attended by providers of fixed/mobile networks and services. On November 9, 2011, it was reviewed and approved by the working group of the State Commission for regulating entrepreneurial activity.
