The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) invites stakeholders, who are interested to obtain the right to use radio spectrum resources available for public electronic communications networks, to notify the regulator about their interest to participate (or not participate) in an eventual auction to be held for the allocation of those resources.
This invitation is launched for the purpose of implementing the Radio Spectrum Management Program for 2013-2020, approved by Government Decision no. 116 of February 11, 2013, as subsequently amended and supplemented (hereinafter - the Program), according to which ANRCETI is assigned to organize an auction of licenses for the use of the following available spectrum resources:

Eventually, proceeding from market demand, ANRCETI will organize an auction of licenses for the use of the frequencies listed in the table above and the validity of those licenses will expire in November 2029 (according to section 19 of the Program). The validity of the licenses would in fact be determined by the length of time between the date of license issuance and expiry. The license fees2 would be determined following the auction and then adjusted proportionally to the ratio between the validity duration of the licenses and the 15-year reference period.
Respondents are required to provide detailed information for each frequency band and to make relevant comments on them by September 10, 2018. ANRCETI will examine the information provided by stakeholders and decide on the organizational terms and format of the auction. In order to protect the respondents’ trade secret, ANRCETI will not make the provided information publicly available.
