Last year, the usage of numbers allocated to providers by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) for mobile and fixed networks and services made up 87,1%, and 68% accordingly, as shown in the Report on Monitoring the Use of Telephone Numbering Resources in 2016, published on the official ANRCETI website. As compared to 2015, this indicator went down by 4,9, respectively 3,6 percentage points.
During 2016, 5 million 368,3 numbers were in use from the total of 6 million 160 thousand numbers allocated for mobile networks and services, while 1 million 172,7 thousand numbers from the total of 1 million 708,6 were used for fixed networks and services. At the request of providers, over 27 thousand numbers were withdrawn. ANRCETI specialists account for the decline usage of the mentioned numbering resources by the decreasing demand for mobile services and fixed telephony.
According to ANRCETI data, 39 out of 40 providers-holders of numbering resources submitted reports on the degree of use of number usage in 2016. This is a requirement of the Procedure for Management of Telephone Numbering Resource, approved by ANRCETI Administrative Board Decision no.58 of 21.12.2010, with subsequent amendments. A review of the submitted reports shows that 37 of them use numbering resources in accordance with the above-mentioned Procedure, while two providers failed to activate the allocated numbers within one year from the date of allocation, as required by the legal norm, and risk being penalized by ANRCETI.
By the end of 2016, ANRCETI assigned to providers a total of over 7 million 899,4 numbers. The bulk of assigned numbers are mobile - about 78%. The fixed numbers make up 21,6%, while the share of other types of numbering resources cumulatively share 0,4%.
ANRCETI manages telephone numbering resources from the National Numbering Plan and allocates them, upon request and based on a license, to providers of public electronic communications networks and services. The latter use them for their own needs, offer them to subscribers or other persons authorized to provide public services.
