Public session for approval of technical and commercial conditions for the implementation of number portability

ANRCETI Administrative Board is announcing a public session to examine and adopt draft (doc. in state language) Decision on approval of Technical and Commercial Conditions for the implementation of number portability in the Republic of Moldova. The session is scheduled for February 26, at 14.00, conference Room of ANRCETI office – 134, Stefan cel Mare bd.

The draft document was developed pursuant to the Program for Number Portability Implementation in Moldova 2011-2013 and Number Portability Regulations, by the Administrator of the centralized data base (CDB) jointly with the Working Group for number portability implementation, consisting of representatives of mobile and fixed telephony providers and ANRCETI officials.

The final version of the draft document was discussed in a working meeting held by ANRCETI on February 19, 2013, attended by ANRCETI officials, representatives of the CDB administrator, representatives of providers ”Orange Moldova”, ”Moldcell”, ”Moldtelecom”, ”Arax Impex”, "Cartel Sistem”, other interested stakeholders.

According to the Explanatory Note (doc. in state language) the draft Technical and Commercial Conditions establishes a set of requirements and liabilities to be fulfilled by the mobile and fixed providers (including those who originate calls) and the CDB Administrator for number portability implementation and call routing to ported numbers.

The document contains technical specifications for number portability implementation, call routing to ported numbers, the sample number porting application form and the procedure of its processing, detailed description of the porting process administration, the specific providers’ obligations for due number portability implementation, manner and procedure of settlements between providers, to the BDC Administrator, service quality parameters. The draft document also includes the regulation for BDC organization, operation, administration and maintenance, ways informing end users regarding origination of calls to ported numbers, etc.
